Summary

This Assistant Chief Financial Manager position is in Fiscal services at the VA Providence Healthcare Systems, located at the Providence location. This position is a full-time at 40 hours per week.



Duties

The Assistant Chief Financial Officer (ACFO) serves as the financial manager for the VA Providence Healthcare System. The Chief Financial Officer provides sound recommendations and advice to the Medical Center Director and Senior Leadership concerning the administration and coordination of Fiscal policy, programs and system designs within Fiscal Service and the VA Providence Healthcare System. The duties of the position include but are not limited to:

  • Provides leadership and financial services to a large complex healthcare system.
  • Ensures that financial policies and procedures of the medical center are being complied with and that the program is effective.
  • Works with the CFO on interpretation of program objectives and developing procedures to attain these objectives.
  • Administers an accounting system designed to track, reconcile, and report on agency administered programs and/or appropriations for which the agency has legislative oversight responsibility.
  • Validates a variety of accounting data is entered into schedules and accounts and Reconciles accounts and prepares balance sheets and adjusts as required.
  • Serves as regional/national expert authority on reconciliation of integrated accounts for a variety of accounting systems.
  • Reports on the financial management of the activities audited with recommendations for improvement.
  • Provides timely financial advice required to make effective decisions and provide for proper program planning.
  • Serves as an alternate member of the Medical Center Director's top advisory or executive board, regularly attends formal and informal management sessions, and consistently contributes financial advice considered pertinent to the discussion during all stages of planning, policy formulations and decision-making.
  • Supervises and controls of all facility business functions, to include Budget Creation, Budget execution, Special Purpose fund execution, General Ledger Accounting, Voucher Audits, Agent Cashier, Payroll, Accounts Receivable, Patient Funds, Fee Basis, Auditing, and General Post Funds.
  • Studies the accounts, reports and procedural instructions within an extensive area and considers legislative and program background materials to identify need for revision.
  • Works jointly and in conjunction with the CFO in formulation, development, preparation, and execution of the annual budget plans and in administering the medical centers financial management program.
  • Responsible for fund maintenance of programs, appropriateness of expenditures, collection of funds and ensuring the fiscal integrity of all financial records at the medical facility.
  • Advises on the Control of Financial Resources. Performs duties associated with the management, and control of resources or funds.
  • Supplies financial statements to operating program officials for informational and planning purposes.
Work Schedule: Monday-Friday; 8:00am-4:30pm
