Duties

As an IT Cybersecurity Specialist (ENTARCH), you will:
  • Serve as a subject matter expert responsible for setting up and maintaining secure enterprise systems or specific components of the system, and defining and implementing enterprise architecture frameworks, methodologies, and governance practices.
  • Work with other OCIO architects to implement operational and technical security controls and identify solutions that adhere to organizational security policies and procedures in compliance with agency directives based on National Institute of Standards and Technology (NIST) Security Controls, Defense Information Systems Agency (DISA), Security Technical Implementation Guides (STIG) and Center for Internet Security (CIS) Benchmarks.
  • Contribute to overall enterprise security architecture governance and/or industry-specific to cyber architecture framework. This includes identifying and evaluating secure architecture/designs, planning activities, system testing/implementation for Microsoft technologies such as Office 365, Hybrid-Office 365 implementations, Microsoft Defender Advanced Threat Protection (ATP), Active Directory Federation Services (ADFS), and other various Microsoft-focused endpoint/platform technologies, and applications.
  • Establish and enforce architecture governance processes to ensure that technology solutions are designed, implemented, and maintained according to industry best practices, standards, and security guidelines. Conduct regular architecture reviews to ensure compliance with established standards and best practices.
  • Develop performance metrics to evaluate the efficiency and effectiveness of the agency's enterprise architecture, the security posture of NCUA, and improve technical service quality. Research and evaluate new enterprise/cloud-based technologies, recommending solutions to enhance the quality and effectiveness of the agency's enterprise architecture.
  • Stay abreast of emerging technologies, industry trends, and best practices. Champion innovation and identify opportunities to leverage new technologies to drive business value and competitive advantage. Identify duplicate technology efforts. Build strong relationships with executives, business leaders, IT teams, and vendors to gain buy-in for architectural decisions and foster collaboration across the organization.

      Qualifications

      You must have one full year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

      To qualify at the CU-14 level, you must have one full year experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors.) Specialized experience is defined as experience 1) serving as an IT expert responsible for coordinating Information Technology capabilities leading to the design and/or implementation of information systems for the organization; 2) experience evaluating IT infrastructure security and new technologies; and 3) experience managing information technology systems or endpoint devices.

      In addition to the specialized experience requirement. Applicants must possess IT-related experience demonstrating EACH of the four IT Specialist competencies:

    • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.       Additional information

      Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

      SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 50.87 % for the Alexandria, Virginia geographical area.
