Overview
This role is situated within the Department of Homeland Security (DHS), specifically under the U.S. Coast Guard (USCG), focusing on the Deputy Commandant for Mission Support Commandant (CG-6) C5I Service Center (C5ISC), within the Infrastructure Services Division (ISD), Technical Services Branch (TSB), and Deployed Connectivity Section (DCS).

Key Responsibilities
As an IT Cybersecurity Specialist, you will be integral to the USCG's C5I Service Center (C5ISC), tasked with the strategic planning, assessment, and improvement of information systems, policies, and protocols that bolster the Technical Services Branch.

Your typical duties will encompass:

  • Overseeing cybersecurity and IT initiatives, which include project planning, financial management, system configuration, and the seamless integration of networked solutions.
  • Creating comprehensive documentation for various stakeholders, including technical reports, IT project outlines, and strategic communications.
  • Collaborating across IT program teams to pinpoint existing or potential challenges, trends, and opportunities within projects.
  • Analyzing reports to detect discrepancies and initiating corrective measures to ensure resolution.
  • Engaging with clients, stakeholders, and IT service providers to gather requirements, allocate resources, and prioritize tasks.
  • Compiling both quantitative and qualitative reports regarding assigned IT projects for management review.

Training Requirements
Mandatory training is essential for success in this role, which may include:

  • Achieving Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or an equivalent within two years of joining.
  • Obtaining Information Assurance Management Level II (IAM-II) or an equivalent within two years of joining.

Incentives
Newly appointed individuals may qualify for a one-time recruitment incentive of 10% of the salary, subject to a 12-month service agreement. Additionally, current federal employees relocating for this position may also be eligible for a relocation incentive of 10% of the salary, with similar service agreement requirements.

Eligibility Requirements
To qualify for this position, candidates must meet the following:

  • U.S. Citizenship is mandatory.
  • Males born after December 31, 1959 must be registered for Selective Service.
  • A one-year probationary period may be necessary.
  • This position requires a Secret clearance.

Qualifications
To be considered for the GS-13 level, applicants should possess at least one year of specialized experience equivalent to the GS-12 level in federal service. This experience should include:

  • Engagement with IT infrastructure projects, providing insights on costs, design concepts, and modifications.
  • Collaboration with clients, stakeholders, and IT service providers to gather requirements and prioritize resources.
  • Participation in collaborative IT teams focused on strategic organizational initiatives.
  • Preparation and presentation of IT project briefs and technical proposals to senior leadership.
