POSITION HIGHLIGHTS

SCHEDULE: First shift, Monday-Friday (40 hours per week.)LOCATION: Hybrid (remote/in-office) position based in Hartford, CT. Some occasional travel required.

YOUR ROLE

The Office of Adjudications, within the Office of the Commissioner, conducts hearings and issues written decisions in contested cases regarding environmental permitting, licensing and enforcement matters where such hearings are requested by a party or the public or required by law. Such cases may arise under any of the Department's regulatory programs and involve application of substantive and procedural law to the factual record established in each case.

The Director of Adjudications is responsible for the following duties:

Directs and evaluates staff and operations of the unit;Coordinates, plans and manages unit activities;Plans, formulates and revises all administrative procedures used within the department;Develops or assists in development of related policy, provides recommendations and drafts policy statements and regulations;Interprets and administers pertinent laws;Acts as liaison with individuals, operating units, agencies and outside officials who might impact on unit activities;Prepares reports and correspondence;Conducts hearings on contested cases taking into consideration pertinent laws and precedent decisions;Serves as an advisor to Commissioner on all administrative procedures and adjudicatory matters;Leads the recruitment and hiring of staff, including outreach, interview and selection;Performs related duties as required.Hearings are conducted in accordance with the Uniform Administrative Procedure Act, the Department's Rules of Practice, and all other relevant law.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for directing adjudicators engaged in conducting hearings under the Public Utilities Regulatory Authority and/or Uniform Administrative Procedure Act.
EXAMPLES OF DUTIES
Duties include, but are not limited to the following tasks:

Conducts hearings and prepares decisions on contested cases taking into consideration pertinent laws, precedent decisions and often-complex and sensitive legal considerations;Mediates resolution of enforcement actions and assists Department staff in regard to enforcement issues such as orders and civil penalties;Recommends policy and drafts policy statements and regulations;Oversees the electronic docketing and case management system for the Office;Manages the Office's record retention policy and provides assistance in regard to the public's access to records consistent with the Freedom of Information Act;Schedules, assigns, oversees and reviews work of Office staff;Trains and assists hearing officers and DEEP staff on administrative hearing process;Conducts performance evaluations of Office staff;Determines priorities and plans Office work;Acts as liaison with other operating units, agencies and outside officials regarding Office policies and procedures;Prepares reports and correspondence;Plans, formulates and revises all administrative procedures used within the department;Drafts legislation and regulations related to administrative hearings and due process;Researches and advises Commissioner and senior staff on matters pertaining to all administrative procedures and adjudicatory matters; andPerforms related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to interpret and apply relevant complex state and federal laws, statutes and regulations;public administration;Knowledge of management principles and practices;administrative law;Considerable interpersonal skills;oral and written communication skills;Skill in researching and preparing matters involving contested cases;Some trial ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in the practice of law including administrative law.
PREFERRED QUALIFICATIONS
Experience conducting administrative hearings and preparing decisions based on an analysis of the facts and laws.Experience in preparing for trial and resolving disputes.Experience communicating legal information to audiences such as clients, a regulated community with the jurisdiction of an agency, governmental, non-governmental organizations, or the general public.Experience implementing a program pertaining to equity, diversity, and inclusion.Experience managing legal personnel, including defining expectations, establishing measurable goals, and leading teams through change.Experience collaborating and leading cross-functional teams regarding legal matters.Experience developing and implementing process improvements to increase productivity and improve outcomes.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut.
