Duties

Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager, team leader, or more experienced engineer. May act as a principal technical specialist or as a project/program manager or team leader for large work activities. Applies experience and comprehensive knowledge of engineering principles, theories, and concepts to solve complex problems and to develop improved technical processes for the organization.

Manages and coordinates airport design standards related to the protection of airspace surrounding a runway. Serves as the airport engineering coordinator addressing the issues of obstacles, airspace, airport approach and departure surfaces, and one engine inoperative flight paths with the Flight Standards Service (AFS) and Air Traffic Organization (ATO). Utilizes engineering principles to determine if a waiver can be issued from Flight Standards and if other remediation is possible, when airports have objects that adversely affect instrument approaches. Using cost benefit analysis of possible solutions, analyzes whether the best solution is to accept the degradation of the approach minima or perform the best practicable remediation.

Assists the National Resource Expert for Airport Airspace with issues in coordination with Flight Standards and the ATO on obstructions and other airspace issues. Works with each of the three Regional Flight Procedures Teams (FPTs), Aeronautical Navigation Products, the Obstruction Evaluation Group (OEG) and Aeronautical Information Management (AJV-A) on decisions about the application of standards, airspace penetrations, determination of hazards, and changes to air traffic control procedures to mitigate non-standard situations.

Works within a team environment on coordination with the FPTs to ensure that the workflow of geospatial data is communicated to the Regions, Airport District Offices (ADOs) and airport sponsors. Serves a principle coordinator. Utilizes engineering analysis to resolve airspace coordination issues for airports that experience delays impacting the schedule for instrument procedures; and to determine system priorities based upon systemic impacts from relevant projects. Assists a team of airspace specialists with coordinating and conducting airspace training for ADO, Regional, and Headquarters personnel. Assists the National Resource Expert for Airport Airspace and coordinates with AFS and ATO with issues on obstructions and other airspace related issues. Works across FAA Lines of Business and Staff Offices (LOB/SOs) on updates to airspace policy and standards.

Serves as the engineering primary point of contact for providing airspace guidance to the Airports Regional and Airport District Offices (ADOs) on the standards, modifications, waivers and the process for resolving deviations. Works with the ATO and AFS to investigate and coordinate Congressional and other inquiries related to penetrations of instrument approaches, aeronautical surveys, and Notices to Airmen (NOTAMs) at constituent's airports.

Contacts are internal and external to the organization. Represents the organization as a senior technical point of contact on projects, programs and other work activities. Provides guidance to lower-level staff to resolve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with senior management to solve problems.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.

    Qualifications

    To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

    SPECIALIZED EXPERIENCE IS DEFINED AS:

    Experience analyzing and coordinating the review of airspace issues, including potential obstructions.

    OR;

    Experience providing training in airspace analysis policies and procedures to management and/or staff.

    Basic Requirements:

    A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    OR;

    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

    2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
