Anoka County PHES currently has two full-time Senior Program Planner positions open on the Health Promotion and Planning team: one to support work in community engagement and the other to work on the cannabis and opioid program.

Cannabis

Oversee the operations of the cannabis program, setting goals and activities while ensuring compliance with regulations. Secure funding through grants and establish strategic partnerships. Lead public outreach and community engagement through programs and events. Educate employees and residents about assigned programs and initiatives. Research strategies for program improvement, identify service gaps, and recommend best practices for Anoka County.

Community Engagement - Health Equity

The Health Equity Senior Program Planner at Anoka County Public Health and Environmental Services (PHES) aims to enhance the department's capacity to meet foundational capabilities and effectively serve diverse communities. Key responsibilities include developing partnerships, facilitating community visioning, and supporting health programs. The planner also coordinates volunteer programs and community groups and participates in planning committees. Additionally, they research strategies for program improvement, identify service gaps, and recommend best practices for Anoka County. The role includes providing leadership, coaching, and mentoring to the team.

Pay & Benefits

  • Salary: $70,012 to $84,011 annually ($33.66 to $40.39 per hour).
  • 2024 Anoka County Salary Schedule Grade 34: $70,012 to $98,009 annually ($33.66 to $47.12 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Senior Program Planner.

  • Develop, implement and maintain data reports that support the overall mission and goals of the department.
  • Complete collection of data and grant outcomes according to grant requirements and legal deadlines.
  • Complete and review RFPs according to county and departmental policies as requested.
  • Monitor grant making bodies for potential grant funding that will further the service development goals of the department.
  • Complete statistical data analysis for the department to ensure key issues and key data are presented to leadership.
  • Create grant proposals and submit as assigned including Board write-ups.
  • Evaluate contracts for renewal or expansion and conduct contract audits.
  • Work with leadership to identify changes in laws and rules that will have potential effect on contracts and develop and implement changes as directed.
  • Develop contract outcome reports for the department as directed by leadership.
  • Negotiate and write contracts that align with Anoka County policy and rules and regulations.
  • Provide leadership, coaching, and/or mentoring to a subordinate group.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor's degree in human services, public health, or a closely related field.
  • Four years (2,080 annual hours) of job-related experience in human services, public health, or a closely related field.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
  • Valid driver's license and vehicle available for business use.

Preferred Knowledge, Skills, and Abilities Needed

  • Master's degree or higher in human services, public health, or a closely related field.
  • Five years or more (2,080 annual hours) of job-related experience in human services, public health, or a closely related field.
  • Job-related experience with cannabis programs and/or health equity community engagement.

Physical Demands and Work Conditions

  • Standard office environment, travel to various county work sites and meetings as needed.
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
  • Hearing abilities required for general and phone communication, signals, and machine sounds.
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities.
  • Frequent wrist and finger manipulation to complete computer work
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment.
  • Travel between work sites may require driving a county vehicle and/or a personal vehicle.
  • Reasonable accommodation may be made to enable qualified individuals with disabilities to perform essential job functions.
