Metro Transit is one the country's largest transit systems, employes more than 3,000 people, and provides ridership though an integrated network of buses, light rail, and commuter trains, as well as resources for those who carpool, vanpool, walk, or bike in the Twin Cities.

This position resides in the newly formed Asset Management department within Metro Transit. Asset management focus on the strategic planning for the care of physical assets throughout their lifecycle. The department collaborates across the organization to support technologies, processes, and culture that contribute to a strong asset management program.

The Business Analyst (BA) 3 role in Metro Transit Asset Management ensures that technical and business solutions being developed satisfy the needs of the Asset Managment functions within Metro Transit and across the Council. The position supports strategic planning, business operations and processes, analyze business needs and requirements, creates and develops documentation, technology procurements, and future technology innovation pilots.

The position is eligible for hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

What you would do in this job
  • Meet regularly with Transit business units to analyze, map and document current state of technology systems and business processes.
  • Build consensus across maintenance groups on future state workflows and business processes.
  • Assist with technology strategic roadmap planning ensuring alignment with business capabilities and technology needs.
  • Identify and develop asset performance measures, key performance indicators, quality assurance metrics, and improvement measures across multi-functional teams.
  • Assist in developing and providing operational and regulatory report capabilities (flow charts, statistical trend analysis, dashboard) relating to asset management.
  • Perform functional requirement gathering activities for projects and initiatives, developing standardized use cases that can be utilized by implementation teams ensuring regulatory compliance.
  • Consult and coordinate with managers, supervisors, and other departments on business requirements and opportunities to improve asset management business practices.
  • Perform other duties as assigned.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience in business analysis work including functional requirements gathering, business process mapping, process improvement methods and techniques, information technology knowledge with emphasis on databases, spreadsheets and report, and/or Asset Management and completed education in business administration, computer science, data science, information management, or closely related field:

  • A high school diploma/GED AND eight (8) years of progressive experience.
  • An associate degree AND six (6) years of progressive experience.
  • A bachelor's degree or higher AND four (4) years of progressive experience.

Knowledge Skills and Abilities (KSAs):

  • Knowledge of goals, operating procedures, workflow, and regulations regarding departments functions.
  • Knowledge of workflow analysis and simplification techniques.
  • Intermediate computer skills in word processing, complex spreadsheets, graphics presentations and database management required (Word, Excel, Access, and Power Point). Proficiency in the use of Crystal Reports or similar application preferred.
  • Ability to read, analyze and interpret professional journals, technical procedures, and government regulations.
  • Ability to write reports, business correspondence and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of customers or clients.
  • Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training.
  • Requires the skill to provide client services to the public and other agencies within the organization.
  • Requires tact, courtesy, and cooperation in dealings with others where the primary purpose is the exchange of information.
What additional skills and experience would be helpful in the job (desired qualifications):
  • Experience with public sector operations and maintenance.
  • Knowledge of asset management principles and best practices.
  • Working knowledge of project management principles.
  • Experience working among various internal groups to coordinate technology efforts.
  • Proven experience identifying and implementing business process improvements.
  • Experience working and collaborating in diverse, multicultural, and inclusive environments.
What KSAs you should have within the first six months on the job:
  • Good understanding of business processes, workflow analysis, and simplification techniques.
  • Good working knowledge of government agency interdepartmental processes, procedures and requirements regarding administrative functions related to asset management.
  • Good understanding of best practices in the use of asset management/enterprise resource planning business systems.
  • Good written and verbal communication skills and the ability to communicate with a diverse group of customers and teams at all levels of the Council to accomplish project, team, or work goals.
  • Intermediate computer skills in word processing, complex spreadsheets, graphics presentations, database management (Word, Excel, Access and PowerPoint).
  • Ability to present information and respond to questions from groups of stakeholders in a live setting.
  • Ability to represent Metro Transit's needs related to asset management business processes. Requires tact, courtesy and cooperation in dealings with others where the primary purpose is the exchange of information.
