Duties

The purpose of the position is for the incumbent to serve as the Director of Communications for the OC and provide the overall strategic guidance for the agency's communication direction and goals. This position reports to Assistant Secretary for Children and Families and serves as the principal liaison for ACF communications.

Duties Include:
  • Provides expert advice and consultation to ACF senior leadership with respect to ensuring the accuracy and timeliness of communications about ACF's programs.
  • The incumbent supervises the Deputy Director in the management of the development of communication strategy for ACF constituencies, stakeholders, media, and the public
  • Analysis regarding the development and implementation of rollout plans for agency news events which include guidance to senior management involving all aspects of legislative implementation, program policy formulation, policy development, and planning initiatives for ACF.
  • Provides guidance to the Director in the direction and leadership of staff to fulfill departmental and ACF missions; and ensures consistency and compliance in program administration.
  • Leads and coordinates all after-action media assessments and reporting, ensuring implementation of actions to facilitate a proactive response.

      Qualifications

      Specialized Experience: GS-15: You must possess at least one year of specialized equivalent in difficulty and responsibility to the GS-14 level in the Federal Service (obtained in either the public or private sectors) performing (3) of the (4) following duties:
    • Leading efforts to enhance the efficiency and effectiveness of both internal and external communications programs;
    • Providing expert analysis regarding the development and/or implementation of rollout plans for agency news events;
    • Providing guidance to senior leadership on news, web, publications, and/or Freedom of Act programs;
    • Developing, facilitating, and/or maintaining relationships with stakeholders, governmental and non-governmental entities, advocacy community, private industry, and State and local municipalities.

      In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.       Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

      Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
