Main Purpose of Job

This position is assigned to the Division of Cost Allocation and Revenue Management within\r
the Office of Budget and Finance. The position supervises advanced level federal funds\r
accounting and reporting for Department Family Investment Administration (FIA) federal\r
grants. The position also supervises the administration of the FIA time-study. Accurate\r
accounting, reporting and attainment of Federal funds enables the Department to maximize its\r
fiscal resources and effectively serve our customers.�\r

POSITION DUTIES

\r
\r
Prepares quarterly federal financial reports on grant\r
expenditures and program income based on cost allocation results, revenue, and\r
reporting requirements; supervises the analyses and reconciliations of actual\r
expenditures.\r
\r
\r
Supervises the administration of the Family Investment\r
Administration (FIA) Random Moment Time-Study.\r
\r
\r
Supervises the analysis of all federal grant payment\r
requests and disbursement (expenditure) reporting activities.\r
\r
\r
Supervises the maintenance of the Federal receipt's ledger\r
based on Federal attainment received through daily, bi-weekly, monthly, and\r
quarterly Treasurer drawdowns, and through transfers from other State agencies.\r
\r
\r
Supervises the annual preparation of program information\r
forms for major federal grants for inclusion in the fiscal year Cash Management\r
Improvement Act (CMIA) agreement between the US Treasury and the State\r
(Treasury-State Agreement, TSA).\r
\r
\r

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.\r
Experience: Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting. \r
Notes: \r
1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education. \r
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above. \r
3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience. \r
4. Applicants may substitute one year of professional auditing experience for one year of the required general experience. \r
5.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.\r
