The utility pumps more than 99 million gallons of water daily, creating 1,100 jobs in the Washington, DC area. THE POSITION

The Vice-President, Transformation and Operations, People and Talent (VP) provides executive-level leadership and guidance to the organization’s people and talent operations. The VP is responsible for developing, implementing, enforcing, and evaluating legally compliant and innovative end-to-end talent management policies, procedures, and best practices and identifying and implementing transformative long-range strategic talent management goals. The VP has operational leadership and oversight responsibility for all human resource functions, including benefits and compensation, talent acquisition, talent development, HRIS, and related responsibilities and services.


This position reports directly to the Chief People Officer and Executive Vice President, People & Talent (EVP), with extensive latitude and independent judgment on a wide array of talent management matters. The position is designated as “hybrid” indicating that the work format can include a combination of in-person and remote working.


As a trusted leader within DC Water, some of the VP’s responsibilities will be to:


  • Serve as the senior level subject matter expert and leader on all People & Talent matters, providing strategic operational guidance to the Chief People Officer and EVP, People & Talent and senior leadership.
  • Champion and advance a high-performing and results-oriented culture embracing change, continuous improvement, and adaptability.
  • Collaborate with the Chief People Officer and EVP, People & Talent to define the Authority’s Human Capital Transformation Strategy, mission, vision, and goals.
  • Identify ways to support the Authority’s Human Capital Transformation Strategy through end-to-end talent management strategies and operations implementation and to enhance and sustain a culture of exceptional employee engagement and overall excellence.
  • Lead and leverage technology and analytics to enhance business results and align talent initiatives with strategic goals and operational priorities.
  • Develop/enhance P&T scorecard with key performance indicators (KPIs) and other sustainable and supporting analytics for the organization’s People & Talent functions; assess the Authority’s success and market competitiveness based on these metrics.
  • Oversee the research, development, and implementation of competitive compensation, benefits, performance management, and employee incentive programs.
  • Provide executive-level guidance, development, and leadership to the Human Resource Business Partner team; assist with resolution of complex people concerns and issues.
  • Maintain knowledge of laws, regulations, and best practices in employment law and regulations.
  • Propose innovative approaches and solutions to engage employees and bring transformative experiences to the Authority's workforce aligned with DC Water's culture and brand.
  • Drive a comprehensive talent management strategy and system that integrates equitable talent acquisition, performance processes, succession and retention strategies into daily operations.
  • Align and enhance the Authority-wide performance management system, holding the Authority's management team accountable for making measurable strides towards strategic planning and operational priorities at the enterprise, department, and individual employee level.
  • Design and develop comprehensive, proactive, and sustainable talent acquisition and workforce planning strategies to support current and future staffing.
  • Prepare internal reports and external presentations, including materials for the Chief People Officer and EVP, People & Talent; CEO/General Manager; senior leadership, management, and staff of the Authority; and industry conferences.


QUALIFICATIONS

The qualified candidate will have a minimum of ten (10) years of experience with increasingly more responsibility in strategic planning, human resources, business development, management consulting, or related fields, including five (5) to ten (10) years of leadership responsibilities associated with human resources initiatives, organizational change management, or business development. The qualified candidate will also have a Bachelor’s degree in Human Resources, Business Management, or related field from an accredited college or university. An equivalent combination of education and experience consisting of a high school diploma or GED and 14 years of progressive experience in strategic planning, human resources, business development, management consulting or related field may be a substitute for the education requirement.


A Master’s degree in Human Resources, Business Management, or related field from an accredited college or university and a Senior Professional in Human Resources (SPHR) certification or Society for Human Resource Management, Senior Certified Professional (SHRM-SCP) certification is preferred.
