Position Overview:

This exciting job opportunity is within the Region 9, Grants Management Division (GMD). In this position, you will work as a member of the Grants Services Branch. The ideal candidate for this position will have strong analytical, communication, and consensus-building skills, knowledge of grants management laws, regulations and policies, and experience interpreting and translating complex requirements to provide technical assistance to stakeholders and assess performance.

Position: GMD Grants Management Specialist

Grade: IC-12/13 (CORE)

Clearance Requirements: Public Trust

Travel Requirement: Up to 25%


Duties Include:

Analyzing grant applications and reports to provide funding recommendations for the lifecycle of federal grant programs. This includes, but is not limited to, grants amendment requests, period of performance extensions, change of scope, and final closeout.

Interpreting grant policy and providing technical assistance to grant recipients to resolve monitoring findings and answer questions about the application, amendment, and closeout process.

Monitoring federal grant recipients to determine compliance with all applicable laws, regulations, policies, and grant guidance.

Delivering trainings and webinars for grant recipients on grants management issues of concern and/or common monitoring findings.

Participating in management discussions, meetings, committees, and special projects and advising leadership on courses of action.

Qualified Candidate will possess experience in the following:

IC-12 Level:

Evaluating grant applications and risk profiles prior to award; and

Applying grant management laws, regulations and policies, and directives; and

Providing exemplary customer service, technical assistance, and training to internal and external stakeholders; and

Monitoring recipients, assessing performance, and communicating shortfalls orally and in writing; and

Building relationships through strong interpersonal skills to serve recipients and work effectively across various stakeholder groups; and

Developing/delivering written and oral reports, briefs, and summaries to effectively communicate status and issues and propose solutions.

IC-13 Level:

Evaluating the full life cycle of grants management to include pre-award, award, post-award, closeout, and post-closeout; and

Applying grant management laws, regulations and policies, and directives; and

Monitoring recipients, assessing recipient performance, conducting risk assessments, and implementing corrective action plans that address finding and/or recommendations; and

Providing technical assistance and guidance to team members ensuring successful outcomes regarding the grant process; and

Building and maintaining relationships through strong interpersonal skills to serve recipients and work effectively across various stakeholder groups; and

Developing/delivering written and oral reports, briefs, and summaries to effectively communicate complex issues and propose solutions.

Location:

Oakland, California, FEMA Region 9.


Work Schedule:

Monday through Friday. The position is eligible for telework consistent with FEMA and Region 9 telework guidance and may require overtime or work outside of regular office hours for emergency response activities.
