Workforce Development Manager

Workforce Development Manager
Up to $130,312/annually
This is a pivotal role in advancing the workforce by providing leadership and direction to employee development, learning, and engagement activities for the Minnesota Department of Transportation. This position will engage with agency leadership and partners to explore, design, and implement new programs, and optimize existing programs that are sustainable, innovative, and inclusive ensuring learning is connected to organizational goals that support the business and based on the audience and learning need. This position partners in the strategy, design, and delivery of other enterprise programs across the state. The position oversees the agency’s learning management system, champions agency employee engagement activities, and develops and implements employee development policies, procedures, and strategies. Responsibilities include:
Directing the development and implementation of a comprehensive Workforce Development/leadership/employee training program that supports an engaged and competent workforce.
Managing the Workforce Development team.
Managing and operating the agency’s Training Center; and
Creating, overseeing, and managing the Workforce Development and training center biennial budget.
Occasional in-state travel to meetings is required. Out-of-state travel may be required 1-2x per year.

MINIMUM QUALIFICATIONS
Two years of managerial training experience OR three years of professional supervisory training experience OR four years of advanced professional training experience that demonstrates the following:

Experience in instructional design, training facilitation, and training delivery
Experience developing and delivering a variety of training programs for diverse audiences in a wide geographical area.
Experience applying adult learning theory and principles of employee training and development.
Supervisory experience providing work direction to professional staff .
Experience using technology to design and deliver effective employee development, learning, and engagement activities.
Project management skills, including needs assessments and program evaluation, facilitating alignment and decision making to fulfill the program vision, and engaging stakeholders.
A bachelor’s or master’s degree in Human Resources, Training & Development, Instructional Design, Adult Education or a closely related field substitutes for six months of advanced professional experience.
