Position Overview:
These two exciting job opportunities are within the Region 9, Grants Management Division (GMD). In these positions, you will work as a member of the Grants Services Branch as a financial Grants Management Specialist in support of the Building Resilient Infrastructure and Communities (BRIC) grant program. The BRIC program is a hazard mitigation grant program that makes funding available for states, tribes, territories, and local communities to become more resilient against the growing hazards associated with climate change. The ideal candidate for these positions will have strong analytical, communication, and consensus-building skills, knowledge of grants management laws, regulations and policies, and experience interpreting and translating complex requirements to provide technical assistance to stakeholders and assess performance.
Position: GMD Grants Management Specialist (BRIC) (2 positions available)
Grade: IC-11/12 (CORE)
Clearance Requirements: Public Trust
Travel Requirement: Up to 20%
Duties Include:
Analyzing information to identify issues, weigh alternatives, and determine best approaches for resolution of financial issues related to the BRIC grant.
Reviewing and processing financial/budget information for grant awards, requests for amendments, extensions, closeouts, changes, and funding awards and/or de-obligations.
Serving as a regional liaison with the Region 9 Mitigation Division and grant recipients to clarify, interpret, and resolve financial grants management questions or complex issues.
Preparing comprehensive reports reflecting monitoring activities and results; and participating in management discussions, meetings, committees, or special projects.
Delivering technical assistance and trainings for grant recipients on financial grants management issues of concern and/or common monitoring findings.
Qualified Candidate will possess experience in the following:
IC-11 Level:
Understanding of grants management laws, regulations, policies, and directives; and
Providing exemplary customer service, technical assistance, and training to internal and external stakeholders; and
Providing written and verbal recommendations for approval and/or corrective action; and
Building relationships through strong interpersonal skills to serve recipients and work effectively across various stakeholder groups.
IC-12 Level:
Evaluating grant applications and risk profiles prior to award; and
Applying grant management laws, regulations and policies, and directives; and
Providing exemplary customer service, technical assistance, and training to internal and external stakeholders; and
Monitoring recipients, assessing performance, and communicating shortfalls orally and in writing; and
Building relationships through strong interpersonal skills to serve recipients and work effectively across various stakeholder groups.
Developing/delivering written and oral reports, briefs, and summaries to effectively communicate complex issues and propose solutions.
Location:
Oakland, California, FEMA Region 9.
Work Schedule:
Monday through Friday. The position is eligible for telework consistent with FEMA and Region 9 telework guidance and may require overtime or work outside of regular office hours for emergency response activities.
