Position Summary

The Strategic Initiatives Advisor performs a broad array of cross-system duties that require independent judgment, self-directed action, resourcefulness, priority setting, initiative, and leadership. Strategic Initiatives Advisor is expected to work across DCF, other State Departments, county agencies, and other stakeholder groups to address gaps in Wisconsin's Birth to Five System. This position will provide strategic support to the Grants Initiatives Advisor in identifying and applying for funding opportunities that align with the Division's policies, mission, vision, and strategic plan. The position will also support the implementation of grant and project activities; current examples include the Preschool Development Grant and Project Growth.

This position will require extensive knowledge of Wisconsin's Birth to Five system, with preference for the early care and education field. This position will be responsible for serving as project lead for an array of cross-system projects that require collaboration, the ability to work independently and meet timelines, and deliver high-quality deliverables. The Strategic Initiatives Advisor will also informally supervise the work of project staff across the Division. Strong written and oral communication skills are necessary to assist in the development of presentations, policy options papers, and funding application materials. Additionally, the Strategic Initiatives Advisor will collaborate with diverse stakeholders, including other state agencies, and the broader Birth to Five stakeholder community, including childcare providers and families. This position will lead divisional grants initiatives and programmatic needs assessments based on data collection and analysis to ensure project program evaluation plans form the foundation of the agency's early care and education policies and programs.

The position leads the development and execution of strategic priorities, providing ongoing high- level consultation to the Division Administrator and Grant Initiatives Advisor. They will provide project management capacity, ensuring that deliverables are completed in a timely manner and that DECE and DCF leadership are briefed on key activities and risks. The position manages confidential strategic information, providing management staff with information related to highly sensitive matters involving future plans of the Division and potential impacts on staff and management, including confidential discussions related to Division organization. Incumbent will consult on an ongoing basis with key department and division staff as well as other key stakeholders, including representatives from other agencies, service providers, and advocacy groups.

Salary Information

The classification title for this position is Program and Policy Analyst - Advanced Management. The starting salary is between $26.34 and $42.84 per hour ($54.787 and $89,107 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is A one-year probationary period may be required.

Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications

Minimally qualified applicants will have:
  • Experience working with program/policy analysis, design, and/or planning
  • Experience coordinating programs and/or projects (organizing and leading workgroups, developing and implementing programs, developing timetables and/or workplans, monitoring programs for progress, etc.)
  • Experience communicating with diverse stakeholders both orally and through written formats
Well-qualified applicants will have:
  • Experience leading the development of new programs and initiatives that has regional and/or state-wide impact
  • Experience leading projects focused on the birth to five system (childcare, early education, maternal and child health, etc.)
  • Experience formally or informally managing staff or teams (reviewing or assigning work, giving feedback, etc.)
