Introduction

The Division of Energy, Housing, and Community Resources (DEHCR) is seeking a passionate leader to serve as the Program Services Bureau Director.

Under the general supervision of the Deputy Division Administrator, this position exercises managerial authority over division wide aspects of systems development, systems operations, fiscal management, contracts management, budget development and other duties relative the overall operation of the division.

The incumbent provides advice and analysis related to the overall operational requirements of the division.

The incumbent also oversees production of performance data and reports for the Division Administrator, Department Secretary, Governor's Office, and Legislature.

This position exercises supervisory authority over a fiscal Section Chief, and Information Systems Specialists.

These staff provide direct oversight over statewide program operations including performing all fiscal functions for DEHCR to include budget development, contract development and routing for approvals, invoicing, bill payments, grant set up and acceptance, and meeting grant reporting requirements.

In addition, the Bureau is responsible for oversight of IT functions for the Division, especially as they pertain to the Home Energy Plus application development, testing and improvement planning.

Salary Information

Starting hourly rate for this position (classification: Admin Program Management Supervisor) will be $30.82- $50.83 per hour depending on qualifications and experience, plus excellent benefits.

This position in this classification is assigned to pay schedule/range A 2-year executive trial period may be required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas.

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically.

This schedule may change based on operational needs and organizational requirements.
Qualifications
Qualified applicants will have all the following:
Experience developing, implementing, and overseeing operating budgets.
Experience with Public, Private, and/or Business relationship management (e.g. working with federal, state funding entities, customers and vendors for inter-governmental activities, acting as point of contact, agency liaison, or similar)
Experience with policy development/implementation (e.g. providing input on policy recommendations to individuals or organizations, implementing policies and procedures for an organization, interpreting policies and procedures to advise managers, or similar)
Experience with IT system development, testing, implementation, and maintenance.
Experience with personnel supervision and management.
Well-qualified applicants will have the following:
Experience in the public sector specifically managing low to moderate income grant programs.
Experience interpreting federal and/or state laws and regulations relative to grant funded programs.
Experience with transactional grants management and payment systems.
