Position Summary


Under the direction of the Vice-President of Programs, the Director of Sector Initiatives and WIOA Training is a member of SDWP's leadership team, providing the vision and strategic direction for program executions, expansion, and alignment within the organization and across the community.

The Director of Sector Initiatives and WIOA Training will lead the strategic development and programmatic oversight of workforce development training initiatives in key priority sectors and beyond.

This includes both private and publicly funded (i.e. Workforce Investment & Opportunity Act (WIOA) training programs.

This role is essential in aligning private and public training programs with the SDWP organization-wide goals to improve employment, education, and support services for individuals facing employment barriers.

The Director will collaborate with industry and organized labor partners, state Eligible Training Providers List (including private and public training providers and academic institutions), community organizations, to meet workforce development needs of participants and ensure that programs align with current industry workforce skills demands, fostering a competitive workforce for the County & City of San Diego.


Essential Functions

  • Responsible for the creation, oversight, and attainment of sector initiatives and WIOA training program performance, goals, KPIs and case management.
  • Oversee multiple grant funding streams from a variety of public, private and philanthropic sources.
  • Manage 35 teams focusing on training program design and development ranging from sector specific to WIOA federally funded training programs and apprenticeships.
  • Responsible for fiduciary representation of the organization and its systems and operations.
  • Entrusted responsibility of prioritizing and safeguarding the best interests and assets of the organization, its reputation, and its integrity.
  • Responsible for the compliance of SDWP policies and procedures including oversight of teams' proper understanding, implementation, and compliance with relevant Operational Issuances.
  • Implement evidencebased programming, performancebased contracting, and the inclusion of DEIA principles into all program's development.
  • Ensure timely delivery of wellaligned jobseeker supportive, career, and placement services.
  • Management and coordination of operational continuity resources and interdepartmental services.
  • Strong ability to multitask, organize and prioritize tasks associated with multiple assigned programs.
  • Create innovative, customized solutions within program designs to serve job seeker and employer training needs.
  • Collaborate with interdepartmental team members to ensure compliance and integrity of program delivery.
  • Ensure teams' training on centralized knowledge resources pertaining to workforce development programs, policies, procedures, public system regulations, statutory requirements, and legislation.
  • Develop collaborative relationships with the public, private and nonprofit sectors, including government, training/education, community groups and other stakeholders, to support program development, implementation, and expansion. Cultivating, and fostering strong external partnerships, particularly within industry sectors, organized labor union, workforce leaders, training providers and communitybased organizations including local/state industry organizations, to broaden placement options for job seekers.
  • Prepare accurate and highquality programmatic updates and present progress tracking of outcomes through written materials and /or verbal presentations to a variety of internal and external stakeholders including executive management, board members, and community groups as required.
  • Develop excellence in leadership, team dynamics, and interpersonal skills.
  • Oversee and empower program management teams to meet goals while holding them accountable to performance metrics.
  • Responsible for the continuous improvement of programmatic processes of contracted activities and services.
  • Analyze and evaluate data as it relates to achieving and exceeding performance standards.
  • Create systems and structures to continuously measure, understand, and improve program performance, efficiency, and quality.
  • Prepare analytical reports and progress summaries and provide a detailed implementation plan, as needed, to achieve successful performance outcomes.
