  • Provide guidance and assist in the preparation of documentation for Acquisition (ACQ) Programs in support of Defense Acquisition System Milestones and Phases in accordance with DoDI 5000 series requirements to support Adaptive Acquisition Framework (AAF) compliance. The contractor shall ensure regular updates are incorporated to these documents, once approved as appropriate. Examples include Clinger-Cohen Act Compliance; Acquisition Decision Memorandum (ADM); Capability Implementation Plans (CIP); Capability Support Plans (CSP); and Termination and Disposal Plans.
  • Provide guidance to develop schedules and artifacts to meet ACQ information requirements considering statutes and regulations affecting day-to-day program management activities. Maintain ACQ Compliance Schedules in a central repository.
  • Analyze and provide feedback to ACQ documents to ensure critical information needs are met in accordance with applicable legal, regulatory, and policy requirements.
  • Serve as a liaison between SDD and other necessary organizations in support of ACQ Program compliance. These organizations may include, DoD Chief Information Officer (CIO), Office of the Under Secretary of Defense (Comptroller) (OUSD(C)), DHA Office of the Component Acquisition Executive (OCAE), and DHA Portfolio Resource Management Division (PRMD).
  • Develop and maintain templates and process assets associated with AAF Compliance and associated reporting efforts.
  • Schedule and facilitate regular SDD In Progress Reviews (IPRs), ad-hoc IPRs and other leadership reviews such as Milestone Decision Reviews as requested. Contractor will coordinate associated read-ahead materials (e.g., slides, supporting documentation, etc.) and produce associated meeting minutes and action items.
  • Track taskings or action items resulting from approved decisions to closure. These decisions are likely documented in ADMs, Investment Decision Memorandums (IDM), Authority to Proceed (ATP) Memorandums or meeting minutes.
  • Prepare SDD annual fund certification packages, also known as the Organizational Execution Plan (OEP) as well as out-of-cycle (OOC) certification packages as required in support of PEO MS/CIO J6 and/or DoD CIO/Comptroller approval. Artifacts in support of this approval may include certification briefs, business process reengineering, funding letters and assertion letters.
  • Enter all required information into mandated repositories (such as the Defense IT Portfolio Registry (DITPR) and Defense Acquisition Visibility Environment (DAVE)) and maintain the data throughout the lifecycle of the system/ACQ Program/effort as required for the PEO MS portfolio. Coordinate and track issue resolution to ensure issues resulting from reviews and audits are addressed and closed. Maintain the PEO MS Authoritative Portfolio List.
  • Provide guidance and compile information to support completion of various reporting requirements to include SDD Performance Measures and Congressional reporting. Coordinate and track issue resolution to ensure issues resulting from reviews and audits are addressed and closed.
  • Maintain a central repository for all acquisition support documentation to include IPRs, reports and documentation in support of high-level meetings and outcomes.
  • Provide AAF and/or ACQ Reporting training as necessary to help inform SDD staff of corresponding activities and lessons learned.
  • Contractors may have access and/or require updates to Ektropy data and will be required to sign a non-disclosure agreement (NDA).

Qualifications and Experience:

SECRET SECURITY CLEARANCE AT A MINIMUM REQUIRED

  1. 3-5 yrs experience supporting and interpreting AAF policies (i.e DoD 5000 series) and associated reporting requirements.
  2. Familiarity of the DoD, Military Health System and/or the Defense Health Agency is highly desired.
  3. Must have technical writing and effective communication skills (verbal and written).
  4. Must be detail-oriented, organized and self-motivated with high attention to detail.
  5. Ability to efficiently and effectively handle multiple and shifting priorities.
  6. Ability to lead fellow team members to support various AAF compliance and reporting efforts.
