Summary You will serve as a Human Resources Director in the Regional Civilian Human Resources Office, Naval District Washington of Commander, Naval Installations Command.

You will serve as senior advisor providing comprehensive human resources services to all installations and programs.

Services provided include strategic planning, organizational design, recruiting, staffing, classification, employee relations, labor relations, EEO, injury compensation, employee assistance programs, and training.

Responsibilities You will plan, organize and direct regional civilian Human Resources (HR) services and activities.

You will direct a complex civilian HR management program designed to meet the needs of a wide variety of activities in accomplishing their often unique and complex missions through fair, efficient and economical use of civilian employees.

You will provide authoritative advice, guidance and direction to top-level management and key operating officials throughout the Region on civilian HR strategies, programs, regulations and practices.

You will serve as the principal HR administrator/ advisor and implements, directs and administers the full range of HR policies.

You will provide immediate and long-range, systematic HR planning in support of Commander, Naval Installations Command's mission, goals and objectives.

You will direct, coordinate, and oversee work of subordinate employees.

Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Temporary actions taken under this announcement may be made permanent without further competition. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
