Collectively, these Core Partners serve over 350,000 individuals annually with more than 10.6 million units of 175 unique services. Over the past 20 years, ACAM has led 649 collaborative programs that have brought together millions in private and federal funding.

This strategic effort aims to build the capacity of nonprofit service providers. ACAM assists network partners through high-impact collaboration, training, and management support services. Together, the ACAM Network provides opportunities for families and individuals to meet and rise above their basic needs.

Position Summary
The Financial Reporting and Operations Manager (FROM) performs general accounting duties, operational tasks, fiscal management, and personnel management. The FROM ensures that ACAM, vendors, and sub-grantees comply with government grant requirements or other restricted funds.

Additionally, the FROM supports funded partners in fiscal and programmatic compliance matters by providing continuous quality assurance and technical assistance.


The FROM also serves as the primary contact for insurance providers and three accounting firms and carries out various basic finance and banking activities.


Essential Job Functions

Finance and Grant Accounting

  • Coordinate with ACAM's contracted accountants and pay bills, prepare deposits, manage accounts, download bank statements, and generate reports in QuickBooks.
  • Serve as the point of contact for insurance, banks, or other financial institutions.
  • Assist with the execution of 1099s, external audits, Single Audit, Form 990, and other finance/banking activities.
  • Prepare monthly, quarterly, and annual financial statements for the CEO and the Board of Directors.
  • Assist in the preparation of the annual ACAM budget and project/proposal budgets.
  • Track ACAM grants and other expenditures and submit reports for reimbursement.
  • Track vendor spending and expenditure reporting.
  • Act as the point person for the Texas Department of Housing and Community Development (TDHCA), coordinating with accountants to ensure accurate recording of all expenses.
  • Review financial statements in collaboration with contracted accounting firms, format, and create dashboards.

Personnel and Office Management

  • Coordinate Human Resource management activities with Professional Employment Organization, Nextep, including onboarding new hires and implementing personnel policies.
  • Input timesheets and support payroll in a timely manner.
  • Issue quarterly SEP IRA payments.
  • Purchase office supplies as needed or requested and ensure delivery.
  • Serve as point person for leased facility, IT and FF&E (Furniture, Fixture, and Equipment) distributors.
  • Facilitate equipment check out, repairs, and assignments.
  • Other duties as assigned.

Compliance and Reporting

  • Prepare and/or review information and reports for internal needs and external stakeholders.
  • Develop and update policies, procedures, and systems as needed in accordance with government regulations and organizational needs and objectives.
  • Assist in preparing for external monitoring visits, reviews, audits, crosssite evaluations, and participate as appropriate.
  • Assist in writing grant/contract proposals, interim reports, annual reports, and impact reports.
  • Assist in the creation of reporting strategies and templates for various projects, as well as manage the compilation of data.

Procurement

  • Ensure that ACAM procurement policies conform to applicable local, state, and federal laws, and that purchases adhere to these policies.
  • Interface with stakeholders/user departments to provide guidance and recommendations regarding procurement actions.
  • Conduct research, evaluate, and present options for the selection of contractors/subrecipients. Issue RFPs for goods and services as needed. Manage contracts and conduct annual reviews of ACAM contractors.
  • Execute purchase and micro purchase forms as necessary.
  • Perform diligent procurement procedures as required.

Monitoring Vendors, Subawards, & Partner Agreements

  • Ensure that vendor and subrecipient monitoring procedures are consistent with sound business practices and are compliant with federal and other applicable regulation
