Departmental Overview


The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States.

The Department of Bioengineering (BioE), established in 1998, is the newest Department in the College of Engineering (COE) and ranks among the top ten bioengineering programs.

Bioengineering is a rapidly advancing field at the intersection of engineering, biology, and medicine which may include elements of electrical and mechanical engineering, computer science, materials science, chemistry, and biology.

Founded on the principle that training in all three will equip students and researchers with unique skills, bioengineering is positioned to make the world a healthier, more sustainable, and more equitable place.

The rapid growth of our faculty and student body, together with the 30- plus-year history of our Bioengineering PhD program, has produced a department that is a leader in discovery, innovation, and translation.

The Department of Bioengineering has four distinct degree programs.

The Bachelor of Science in Bioengineering, a multidisciplinary and growing major intended for students who excel in the physical sciences, mathematics, and biology.

The Master of Translational Medicine (MTM) program, a one-year professional masters program, offered jointly by Berkeley Bioengineering and the Department of Bioengineering and Therapeutic Sciences at UCSF, is designed for engineers, scientists, and clinicians who seek to bring innovative treatments and devices into clinical use.

The Master of Engineering in Bioengineering (MEng) is a collaboration between Berkeley Bioengineering and the Fung Institute for Engineering Leadership, with an emphasis on engineering and entrepreneurship.

A doctoral degree offered jointly between UC Berkeley-UCSF Graduate Program in Bioengineering, a unique multidisciplinary doctoral degree program with over 200 faculty from 15 departments in three colleges and two professional schools at Berkeley and 21 departments from all four professional schools at UCSF.


The Academic HR Analyst is responsible for supporting the Department Chair, the Department Manager, senate faculty and non-Senate appointees, specializing in academic personnel policy, procedure, academic advancement, work-related problems governed by UC academic HR policy, and academic bargaining units.

Provides analytical support for the full range of high-level academic personnel matters including the development of faculty recruiting priorities and strategic plans.

Advises the Chair on campus programs aimed at averting loss of faculty members to outside institutions, and faculty recruitment strategies and practices.

Prepares analytical reports in response to urgent Dean's Office, APO, or other campus-level queries regarding faculty equity and diversity, including sensitive and political aspects of faculty recruitment.

Incumbent supports the Chair and Department Manager in all related academic matters, and represents the department within the College of Engineering, other Berkeley campus units and UCSF.

Also oversees the activities of the faculty support functions within the Department, and serves as Acting Department Manager during absences.

Responsibilities

  • Analyzes merit and promotion cases for faculty. Drafts appointment, merit and promotion recommendation letters by applying a breadth of knowledge of multiple disciplinary areas and utilizing advanced knowledge of UC academic personnel policy and department precedent/policies.
  • Administers all aspects of appointment, advancement, and compensation for senate and other bioengineering faculty, exercising attention to fairness and equity across a dynamic and highly diverse multi-disciplinary field where the academic standards are unique to each sub-discipline.
  • Counsels Senate and non-Senate faculty and other academic employees concerning complex and/or particularly sensitive work-related or career-related problems.
  • Makes recommendations to chairs and senior staff that affect the strategic direction of the organization.
  • Provides advice to chairs and senior staff and recommends strategies for addressing sensitive situations involving academic appointees and/or requesting exceptions to policy.
  • Manages and conducts the faculty recruitment process.
  • Conducts investigations into complaints involving academic appointees; provides feedback to management and makes strategic recommendations.
  • Management and Supervision:
  • Serves as Acting Departmental Manager during absences.
  • Makes critical decisions and directs staff in compliance with departmental policy.
  • Acts as unit's Labor Relations officer with respect to academic complaints or grievances.
  • Participates in the selection and/or guidance of new employees and provides staff training as it pertains to academic personnel.
  • Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices.
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced knowledge of and ability to apply/interpret system wide, campus and college policies and procedures which govern academic HR. Includes in-depth knowledge of the APM, Academic Senate by-laws, Standing Orders of the Regents, Unit 18 Memorandum of Understanding, and UC Benefits. Working knowledge of UCSF procedures and comp plan.
  • Analytical and communications skills for developing and presenting compelling oral and written arguments for case materials and policy documents.
  • Advanced knowledge of campus and college goals, priorities and values and the legal and human implications of decisions.
  • Ability to analyze complex management issues; develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Demonstrated initiative, tact and planning skills.
  • Ability to communicate effectively with diverse audiences.
  • Political acumen.

It is not typical for an individual to be offered a salary at or near the top of the range for a position.

Salary offers are determined based on final candidate qualifications and experience.


The budgeted salary or hourly range that the University reasonably expects to pay for this position is $95,300 to $136,000 yearly.

This is a 100% FTE career position eligible for full benefits.
