  • Responsible for operational planning, establishment, execution, and evaluation of a multifaceted program/project typically consisting of a set of closely related subprograms or associated activities.
  • Oversees fiscal, operational, administrative, and human resources management of the program; seeks and develops outside funding sources, serves as principal point of representation and liaison with external constituencies on Operational matters, and provides day-to-day technical/professional guidance and leadership as appropriate to the area of expertise.
  • Requires a B.S. Degree in IT Management or related area of study.
  • Must have 7+ years of experience with Data Center management.
  • Must be aware that COTS systems may change based on technological advances and the needs of the government.
  • Install and maintain infrastructure equipment to include servers, routers, switches, hubs, modems, encryption devices (i.e., PKI, STE and CAC) and their Internet OS/ISS), associated applications and applicable patches.
  • Follow a time frame, complete all installations from planning, fabricating cables, assembling and equipment staging, router integration, hubs/switches, and client/server network technologies.
  • Install software, upgrades and patches when approved by the Change Management Process.
  • Apply DISA STIGs across all networks and provide completed DISA STIG CKL files once actions are completed.
  • Must demonstrate good written, verbal, and briefing skills.
  • Security Clearance –SECRET.
  • Provide oversight of Data Centers at Customer HQ and Alt-Site.

Responsibilities:

  • Support development of short and long-term IT plans by identifying specific technology solutions, technology refresh opportunities and recommendations to meet mission requirements.
  • Support development and management of the Lifecycle Management Plan.
  • Apply agile methodologies to all changes, releases, and initiatives.
  • Oversee planning, prototyping, and testing of proposed server and workstation configurations prior to deployment.
  • Manage installation, relocation, & finalization of configurations as servers/workstations installed.
  • Coordinate fielding implementation schedules with IMOs or affected parties.
  • Submit Requests for Change for all actions as defined per Change Management Policies.
  • Provide acceptance criteria and testing summary for Government-Owned and Contractor-Operated designated equipment.
  • Oversee performance of user acceptance, performance, accessibility, security, and system testing.
  • Provide pre-deployment release notes, documentation, records, and artifacts for release update and archival in the change management repository.
  • Review problems and known errors identified during development/testing and collaborate with local divisions to determine solutions/disseminate to Customer.
  • Define release plans that consist of roll out plan, production support, roles, and responsibilities for each action listed.
  • Oversee deployment of all approved changes, emergent upgrades, and enhancements of GFE, COTS, and GOTS systems.
  • Oversee development of network infrastructure designs, dataflow diagrams, performance of bandwidth analysis, ensure IA compliancy, creation of BOM, conduct of impact assessments, conduct of network surveys, performance of system integration and interoperability assessments, and provision of appropriate system Testing & Evaluation records, reports, and artifacts to be consider for document injection for the DoD RMF & Army Records Information Management System (ARIMS) Records Repository.
  • Provide resource support for network troubleshooting in conjunction with the Network Owner, application installation and integration, system performance and patch deployment developments.
  • Analyze, identify, and report all network associated problems.
  • Confirm future solution implementation meets compatibility/interoperability standards and maximizes network performance; plan, implement and validate compatibility, interoperability, and compliance of all evolving protocols.
  • Provide local and remote site technical support to include pre-deployment assessment, system diagrams, topologies, technical documentation, and coordination of external support.
  • Evaluate the impact of proposed changes on hardware, software, operations, and personnel and provide trade-off analysis of alternative designs.
  • Document benchmarks, milestones, test results; provide implementation guidance for documents.
  • Perform bandwidth, optimization & performance analysis/ confirm captures documented.
  • Perform market research to identify emergent technologies and advancements; submit all findings to the customer for review and approval.
  • Utilize automated government routing system, provide test plans, prior to project start date, for government review and approval.
  • Develop test report outlining application overview, testing scope, items not tested, metrics for number of test cases passed/failed, number of defects identified, status and severity, type of testing performed, test environment and tools utilized, lessons learned and recommendations.
  • Perform QA planning and testing of all products prior to delivery.
  • Oversee Fielding, Integration & Testing for systems on Customer networks, including planning, feasibility, and operational testing of systems configurations prior to installation, installation, relocation, and final configuration to ensure systems maintain functionality.
  • Manage installation of servers, migration and update of applications from physical and virtual platforms; diagnose and correct common hardware and software problems on all GFE; provide industry best practice to maintain and configure various collaboration unique solutions.
  • Verify hardware and software testing and integration complies with applicable government regulations, policies, and standards.
  • Manage documentation and maintenance of network drawings/topologies, and applicable documentation for all network components to include rack elevations.
  • Oversee development and maintenance of architecture repository which includes outlining all physical and logical network topography diagrams.
  • Oversee responsibility for data flow, infrastructure, utilizing approved software, hardware, electrical circuits, and data cabling wiring diagrams as they relate to IT/IS operational environments.
  • Manage development of physical and logical network diagrams to the Customer Point of Presence with all associated IP segments and Command Circuit Service Designator for both unclassified and classified enclaves.
  • Oversee maintenance of IT local/remote networks such as alternate routes, Pentagon databases.
  • Oversee performance of system administration for classified/unclassified network infrastructure.
  • Execute system accounting capability functions to collect information on resource usage and perform total system performance evaluation to recommend changes to programs, procedures, and equipment configuration.
  • Support maintenance of cybersecurity compliance, including IAVA and STIG compliance.
  • Help maintain all components of the Enterprise Cross Domain Solution and provide administrative services for reporting and subject matter experts.
  • Provide managed service solution that encompasses the organization and its business processes.
  • Develop a project plan for managed services that includes discovery, concept of operations, deployment of assets/SW, service delivery, transition/migration, QCP, customer support, cybersecurity, maintenance, and exercise/contingency support.
  • Collect network availability and customer service metrics; report to COR/ACOR.
  • Provide detailed, innovative and economical solution for services & provide reliable, timely, and secure services that can be measured.
  • Oversee Systems Management Center (SMC) to provide administrative, operational, and maintenance support of the IT enterprise and interface with other agencies to support efficient, secure network operations.
  • Manage the transition of services to support Customer Emergency Relocation Site and support the annual update of the COOP plan.
  • Plan and execute the transition of services between the ALT-SITE and HQ data centers ensuring all systems are available in the event of a COOP event quarterly.
  • Submit transition of services ASIs at least 30 days in advance of the event.
  • Supply a workforce for the COOP facility 24x7 upon activation.
  • Oversee performance of hardware/software maintenance for networked/stand-alone components.
  • Manage Backup Administrators performing backup administration and backup to disk solution replicated between multiple sites.
  • Manage SAN Administrator support all SAN administration functions.
  • Manage Server Administrator providing system administration of all physical and virtual servers across all Customer domains.
  • Lead, plan, analyze and deploy upgrades/enhancements of GFE, COTS, GOTS and analyze impact of products on network.
  • Perform bandwidth studies to help codify network infrastructure designs, review cybersecurity compliancy, create BOM, conduct impact studies, and provide appropriate system reports.
  • Evaluate the impact of proposed changes on hardware, software, operations, and personnel and conduct trade-off analysis of alternative designs.
  • Maintain technical library of software, including license type, scope, and expiration/renewal dates for each application, patches, and documentation for infrastructure equipment.
  • Manage Virtual Datacenter Administrator to support virtualization efforts for enterprise.
  • Oversee personnel performing other system administrator daily/routine functions, such as fault management, software distribution, planning and diagnostics, and server farm support.
  • Manage VOSIP SME to support VOSIP services across the communications domain.
  • Manage network engineering team in their support of the Customer’s enterprise network.
  • Manage the GCCS Database Administrator in the planning and execution/fielding of GCCS-J releases and technology upgrades.
  • Manage the GCCS COP Tracks Management personnel in the monitoring of applicable GCCS Family of Systems COP databases, networks, applications, and collaborative tools to ensure situation awareness resources readily available for Operational user community from the desktop.
  • Manage DRRS-A Trainers to ensure provision of sufficient on-site and MTT personnel to perform Operational, Mobilization, Demobilization, Deployment, Redeployment Planning, Execution, and Force Readiness operational sustainment services.
