KBR is seeking an experienced Acquisition Support Specialist to join our team. This position supports E-2 Hawkeye Airborne Command and Control Systems Program Office (PMA-231) E-2C/D Acquisition Team. This work is located in our Patuxent River, Maryland location.

E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231) is responsible for providing the E-2C Hawkeye, E-2D Advanced Hawkeye, Hawkeye 2000 and the C-2A Greyhound fleet with acquisition strategy, logistics and sustainment solutions in support of the warfighter’s mission.

Role and Responsibilities:

  • Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules.

  • Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.

  • Tracks program/project status and schedules.

  • Develops program acquisition documentation such as PIDs, SOWs, and CDRLs. Provides updates to NAVAIR AMS Tools (CDRLs, PMT, and CSPT) and advises Government on status of financial and procurement actions.

  • Applies government-instituted processes for documentation, change control management and data management.

  • Tracks program/project status and schedules, configuration management, data deliverables, and Data Management activities.

  • Applies SECNAV, OPNAV, and OSD policy and documentation to support programs/project through PPBS and life-cycle management of military acquisition programs (as specified in the DoD 5000 series).

  • Processes program acquisition, funding and contract documentation for military programs.

Specific tasks include the following:

  • Drafts and staffs Procurement Initiation Documents (PIDs) from initiation to contract award.

  • Reviews, updates, and provides weekly status reports to the Professional Military Association (PMA) in support of PMA executive leadership team meetings.

  • Drafts, updates and maintains letters/correspondence tracker for specified IPTs.

  • Develops sections B-J for PIDs.

  • Adds and edits Contract Data Requirements Lists (CDRLs) in Acquisition Management System (AMS).

  • Acts as an administrator for the PMT and CDRL tool for the PMA.

  • Creates Data Item Descriptions (DIDs).

  • Supports Program Managers (PMs) with meeting makers, deliverable management and training the IPT on CDRL Tool (program management).

  • Provides weekly deliverable reports to IPT for tracking purposes (program management).

  • Provides the set-up, organization of all stakeholders, and preparation of the procurement packages for the Procurement Planning Conferences (PPCs) utilizing the Procurement Management Tool (PMT) to support planning and execution of acquisition efforts as required.

  • Ensures procurement milestones are tracked to closure through the PMT and other PMA Internal Tracking reports.

Basic Qualifications:

  • BA/BS degree in a related field plus 5 to 10 years of experience. In lieu of formal education, 13 years of experience. Specific contract requirements regarding education and experience will prevail.

  • At least ten years of experience in program management, technical or business analysis discipline; and at least two years professional experience in NAVAIR AMS Suite of Tools (CDRLs, PMT, and CSPT), technical efforts supporting major weapon systems and components development.

  • Applicant must be able to obtain and maintain a Secret security clearance.
