Job summary
The HR Business Partner provides HR generalist support to and partners with INOVIO business leaders and management to influence and execute HR initiatives as well as leads major HR projects. Areas of responsibility include, talent acquisition, talent management, performance management, training and leadership development, compensation, policy review and implementation, employment law compliance, onboarding and offboarding process, and assistance with benefits administration and health and welfare initiatives. The position reports to the Head of Human Resources and acts as a key resource to all levels of colleagues in the organization. This role is office-based.
Essential job functions and duties

  • Act as a business partner to senior business leaders and people managers on HR initiatives. Assist leaders in understanding and delivering HR programs in order to achieve talent outcomes that support their business objectives. Initiatives include performance management, compensation planning, leadership development, talent acquisition, employee relations, etc.
  • Design and implement HR programs that support INOVIO’s mission, vision and objectives.
  • Facilitate recruitment process, onboarding and offboarding of colleagues.
  • Deliver compensation processes with business leaders including mid-year and year-end processes.
  • Deliver performance management process for INOVIO including process/ technology training, communications and performance reviews.
  • Continually improve the organization’s policies, procedures, and practices on HR matters.
  • Partner with others to ensure organizational compliance with federal, state and local legislation relating to HR matters.
  • Drive initiatives related to engagement and recognition.
  • Act as a resource to management and colleagues regarding employee relations matters.
  • Partner with legal counsel as appropriate on HR matters.
  • Provide coaching and consultation to all levels of colleagues as required while maintaining confidentiality and high levels of sensitivity.
  • Other duties may be assigned based on business need.

Minimum requirements

  • Bachelor’s degree in Human Resources or a related field.
  • Minimum of 5+ years of HR or directly related work experience, with a minimum of 1 year HR business partner experience.
  • Prior experience in biotechnology or life sciences industry is a plus.
  • Knowledge of HR practices and federal and state employment laws and regulations.
  • Ability to function in a fast-paced, fluid environment with consistently changing priorities.
  • Ability to lead, develop and execute multiple projects simultaneously. Ability to execute efficiently and effectively. Previous experience managing HR projects is highly desirable.
  • Client focused, proactive and solution oriented; strong sense of urgency while maintaining attention to detail
  • Highly professional approach. Strong sense of teamwork, ability to partner with others and lead through influence.
  • Excellent verbal and written communication/listening skills. Ability to work independently.
  • High ethical standards with ability to exercise discretion in maintaining confidential information.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Flexible, adaptable and resilient.
  • Prior HR systems experience such as applicant tracking and performance management systems, preferred. Ability to manage data with strong Excel skills.

The annualized base salary range for this role is $100,892 to $129,901 and is bonus eligible. Individual pay decisions ultimately depend on various factors including, but not limited to, relevant experience, knowledge, skills, education, geography, internal equity and alignment with external market data.
