Duties

As a Chief Strategy and Innovation Officer, you will lead the Office of Strategy and Innovation. If selected, you will be responsible for:
Providing leadership and supervision to shape OPM's strategic direction and priorities; advising on the selection of agency goals, including opportunities to collaborate with other agencies on common goals; providing enterprise solutions and support in strategic and performance planning, measurement, analysis, and reporting; and conducting program assessment, evaluation, and improvement for OPM. Facilitating strategic decision-making OPM-wide and integrating strategy, risk, and performance for strategic goal management and reporting; designing and executing OPM's Enterprise Risk Management program by identifying and tracking organizational and programmatic risks and mitigation strategies; and providing leadership on OPM's learning agenda, research, evaluation, and survey development initiatives. Boosting organizational performance and promoting project management best practices; providing a wide range of consultation to solve complex business problems and improve customer experience; providing best-in-business program and project management services by aligning projects with strategy and applying a standard approach to program and project management. Promoting collaboration, communications, coordination, and cooperative decision-making among senior management and high-level officials on management, operational, administrative, and programmatic issues that cut across diverse functions and activities. Serving in the capacity of Performance Improvement Officer, Program Management Improvement Officer, and Chief Risk Officer. Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation This position is not eligible for inclusion in a bargaining unit All federal employees are required to have direct deposit Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served. Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978. This is not a remote position, selectee will be required to report to the duty station on a regular basis. Telework may be authorized.

Qualifications

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and two Technical Qualifications, listed below.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQs) :
Expert knowledge of federal management disciplines and demonstrated ability to lead a broad portfolio including: strategic and operational planning; risk management; research and evaluation; project and program management; process improvement; organizational reviews; special projects or internal consulting; and/or customer service strategy and delivery. Prior senior level experience implementing the requirements, across an enterprise, of relevant federal management legislation and guidelines, including: Government Performance and Results Modernization Act of 2010; Program Management Improvement Accountability Act of 2016; Foundations for Evidence-Based Policymaking Act of 2018; and/or OMB Circular A-11 Part 6: The Federal Performance Framework for Improving Program and Service Delivery.
