Your role as a Labor Department Adjudications Specialist

It is the mission of the Connecticut Department of Labor’s Adjudications offices to resolve nonmonetary unemployment issues in an impartial, timely and efficient manner through intake and application of the unemployment law. The Adjudication Specialists are responsible for production and delivery of timely and legally compliant decisions for unemployment insurance benefits in order to ensure due process at the Administrator’s level for both the employer and the claimant.

Adjudicators conduct hearings in person, via telephone, or by mail in order to obtain information from claimants and employer representatives regarding the claimant’s employment status; review and analyze findings; evaluate the information; state findings of fact and write decisions and reasoning through application and interpretation of unemployment law, including state statutes, regulations and precedent case law; authorize payment of valid claims or notify claimants of denied claims; review procedures and rights and eligibility requirements with claimants when necessary.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor this class is accountable for performing the most complex tasks in the rendering of non-monetary determinations of eligibility for unemployment insurance or in investigating and recommending determinations of complaints under the jurisdiction of the agency.
EXAMPLES OF DUTIES
Conducts hearings in person and via teleconferencing to determine eligibility for unemployment insurance in accordance with regulations and statutes;Elicits relevant data from one or more interested parties which include claimants, employers, attorneys, public officials and professional employer representatives;Ensures all due process rights are afforded to parties to hearing;Determines pertinent facts in case through testimony of parties and presentation of relevant evidentiary submissions;Researches and analyzes unemployment insurance statutes and regulations, precedent decisions of Employment Security Board of Review, court decisions and labor and employment laws relevant to issues being adjudicated;Applies appropriate statutes, regulations, precedent decisions and/or case law to facts of case in order to reach logical and legally sound eligibility decisions; Writes and issues an eligibility determination based upon findings of hearings process;Adjudicates claimant compliance with continuing eligibility requirements;Conducts hearings or fact finding to develop facts underlying cases of possible fraud;Advises claimants of rights with regard to appeal and provides general assistance in filing of an appeal;Represents Administrator in Appeals Division proceedings;May conduct hearings and make or participate in rendering of master decisions involving a number of similarly situated individuals;May provide training and/or advice to employees of lower grade in regard to issues, issue recognition, laws, regulations and precedent decisions;May perform all job center basic services as required;Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of relevant state and federal unemployment insurance and labor laws, statutes, regulations, precedents;Knowledge of job service, unemployment insurance, employment and training functions, and CTFMLA policies and procedures;employment problems and practices;Considerable interpersonal skills;oral and written communication skills;Analytical skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year as a Labor Department Associate Community Services Representative performing basic fact-finding examination in unemployment insurance.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
Experience in Unemployment Insurance (UI) processes including the State Information Data Exchange System (SIDES), initial claims, Appeals, Benefit Payment Control, Merit Rating, monetary and non-monetary determinations etcExperience in Adjudications Re-EmployExperience researching, interpreting, and consulting on CT UI laws and regulationsExperience providing customer service and information to the public, including those who may be dissatisfied or frustrated, in a patient, respectful and professional mannerExperience navigating through the ReEmploy CT platform and using a variety of software programs, including Microsoft Outlook, Word, Excel, and TeamsExperience working independently using initiative and problem-solving skills to complete tasks on time with minimal supervision

Incumbents in this class may be required to speak a foreign language.
