Principal Director, Office of Enterprise Services

The Principal Director, Office of Enterprise Services is responsible for supporting the Executive Director by overseeing S&T's enterprise operations, including corporate programs, processes, and systems related to budget and finance, business administration and logistics, human capital resources and leadership development, procurement and acquisition, and congressional and external relations.
Specific responsibilities include:
Provides leadership and strategic guidance across the Directorate maintaining effective communication and horizontal/vertical integration. Establishes high-level governance that enables S&T to deliver solutions that meet our customer's needs. Work in close coordination with S&T's Executives and leadership teams to carry out the mission and vision of the S&T Directorate.
Supervises S&T senior managers and employees with management, technical, and staff responsibilities, as well as contractors, develops, assigns resources and assists the Executive Director in overseeing the conduct and progress of S&T corporate-level working groups, enterprise-wide advisory panels, and task forces dedicated to integrating, streamlining, refining, and continuously improving S&T Directorate management and operations.
Supports the Executive Director in the formulation of strategic plans and policies for management programs for S&T. Represents the Office of Enterprise Services and serves as an advisor on major issues and problems affecting policies and long-and short-term programs. Is particularly attuned to the impact policies have on resources and the support for those policies among S&T's various stakeholders.
Monitors operational measures and reviews a wide variety of controversial and often classified reports involving significant issues affecting S&T. Provides advice to the Executive Director on increasing progress toward accomplishing program goals, improving service delivery, and overcoming identified operational weaknesses. Supports the Executive Director in providing executive leadership for, and integrates, all S&T planning, programming, budgeting, and evaluation activities Directorate-wide.
Provides effective leadership for staff within the Office of Enterprise Services. Counsels employees on work and administrative matters and promotes employee development, including advising, guiding, and analyzing award and recognition for employees. Assists the Executive Director for the Office of Enterprise Services in resolving complaints and administering disciplinary action when required.
Represents DHS and S&T in executive level meetings to assure the Directorate's position is clearly articulated and understood. Negotiates on behalf of S&T to achieve cooperation among officials at various employee groups, professional associations, business entities, and all levels of government. The incumbent serves as a senior official within S&T, with full authority to take action, commit resources, and give final approval for major programmatic actions, responses to the White House and Congress, and to provide direct support to the Deputy Under Secretary and Under Secretary for S&T.
Oversees the Contract Acquisition Program Support (CAPS) office responsible for providing Contracting Officer Representatives (COR) for all of S&T's programs across the directorate.
