BACKGROUND

The Bowser Administration seeks an Executive Director for the Mayor’s Office of the Clean City (MOCC). This pivotal role will lead and coordinate efforts to champion cleanliness, community engagement, and environmental stewardship across the District of Columbia. Reporting directly to the Director, the Executive Director will oversee strategic initiatives and operational activities aimed at enhancing the cleanliness and safety of the District through innovative programs and collaborative partnerships.

The Mayor’s Office of the Clean City serves as the primary advocate and coordinator for initiatives addressing litter and related environmental issues within the Executive Office of Mayor Muriel Bowser. MOCC spearheads programs such as the Adopt a Block initiative, the Mayor’s Citywide Cleanup, and citywide litter prevention campaigns to inspire and assist residents, businesses, and community partners in maintaining a clean, safe, and healthy environment.

MAJOR DUTIES
  • Strategic Leadership: Develop and implement strategies to achieve the goals of the Clean City Plan, focusing on community engagement, environmental sustainability, and effective waste management practices.
  • Operational Oversight: Direct day-to-day operations of the Adopt a Block program and other community engagement initiatives. Ensure efficient allocation of resources, including supplies and tools, for program participants.
  • Community Engagement: Foster strong relationships with residents, businesses, government agencies, and community organizations to promote civic responsibility and active participation in cleanliness initiatives.
  • Program Management: Monitor and evaluate program effectiveness, utilizing data and analytics to identify trends, successes, and areas for improvement. Ensure compliance with program objectives and regulatory requirements.
  • Public Relations: Represent MOCC at community events, public forums, and media engagements. Serve as a spokesperson for cleanliness initiatives and collaborate with stakeholders to address constituent concerns effectively.

RESIDENCY REQUIREMENT

There is a legal requirement that each new appointee to the Excepted or Executive Service either:

  1. be a District of Columbia resident at the time of appointment; or
  2. become a District resident within one hundred eighty (180) days of appointment.

The law also requires that Excepted Service employees remain District residents during the duration of the individual’s appointment. Failure to remain a District resident for the duration of the appointment will result in forfeiture of employment.
