Assistant Director for Defendant Engagement and System Support

The Assistant Director for Defendant Engagement and System Support will:

1. Serve as principal deputy to the PSA Director and is delegated authority to act in the absence of the Director by making final agency decisions related to the operations of the Agency.

2. Manage and direct PSA's defendant engagement and justice system support operations by designing and implementing policies, programs and initiatives that support PSA's strategic goals and management objectives. Provide advice on all phases of program operations to the PSA Director. Programs managed include prerelease screening and risk assessment, drug testing specimen collection, release services, defendant supervision and courtroom support, behavioral health assessment and treatment, forensic toxicology and quality assurance for persons awaiting trial in D.C. Superior Court and United States District Court for the District of Columbia. Forensic toxicology services are also managed for persons supervised by the Court Services and Offender Supervision Agency (CSOSA) and respondents with matters pending in the DC Superior Court Family Division.

3. Independently represent PSA and serve as expert on PSA programs and operations during contacts with internal and external stakeholders, including judicial officers, court personnel, attorneys, law enforcement officers, government partners and community-based service providers. Develop and implement systems, organizational structures and policies that ensure the exchange of timely and effective information between PSA and relevant stakeholders.

4. Serve as primary advisor to the Director on all aspects of program operations. Provide advice on the identification and resolution of complex and novel issues related to prerelease screening and risk assessment, drug testing specimen collection, release services, defendant supervision and courtroom support, behavioral health assessment and treatment, forensic toxicology and quality assurance. Recommend strategies and approaches to resolve issues, advising on implications of internal and external factors.

5. Oversee and direct long- and short-range program planning and evaluation functions for PSA program operations. Assess the need for, design and implement planning and evaluation methodologies. Determine goals and objectives and translate PSA program priorities into specific program outcomes. Identify external considerations such as economic, political or technological factors that affect PSA programs and integrates them into the planning process. Direct the development and application of performance-based evaluation techniques to measure operational effectiveness in achieving established goals and objectives.

6. Manage resources allocated to PSA operations programs. Determine projects and programs to be undertaken, based on analysis of conflicting and competing demands and available resources. Anticipate changes in PSA program priorities and recommends response that is effective without compromising current programs. Seek opportunities for cost efficiency and maximum return on investment of resources.

7. Direct the performance of multidisciplinary studies or other special projects to address issues in pretrial services, especially those affecting PSA programs. Assure the development of feasible alternatives that address issues such as cost and time frames. Oversee the continuing analysis of trends and developments in pretrial services in both the superior and federal court systems, nationwide. Identify best practices and direct evaluation of them for possible replication at PSA. Anticipate and integrate into the planning process relevant external factors such as social, economic and political issues.

8. Supervise directly or indirectly key professional and administrative staff; oversee organizational development and assignment of work. Hold managers and supervisors accountable for establishing and accomplishing annual objectives and enforcement of federal equal employment and training requirements. Assure that results are achieved, and that goals and objectives are communicated and understood. Evaluate individual and collective performance. Oversee the design and implementation of equal opportunity, diversity and affirmative action and training programs for PSA. Develop and foster a working environment that encourages the coordinated and continuous focus of staff on goals and objectives and assures the full utilization of all staff.
