Duties

The major duties of the position are:
Provide a wide range of Agency-wide support activities, including all aspects of cash management. Devise statements, analyses, and reports or designs which provide management with the status of financial functions. Apply professional cash management reporting policies, practices, and procedures within the Agency. Determine actions needed to improve/maintain fiscal integrity and assure that programs are efficiently and effectively carried out in accordance with applicable law and management policy. Assist in procedural or design studies for evaluation and improvement of the Board's cash management reporting systems.

Probationary Period. One-year probationary period may be required.

Selective Service. If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System , or are exempt from having to do so under the Selective Service Law.

Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. If selected, you may be offered tentative employment until the background investigation has been fully adjudicated.

Qualifications

To qualify for this position, applicants must meet the Basic Experience and Specialized Experience as described below.

Basic Experience:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

OR

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience:

Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-09 for GS-11, GS-11 for GS-12 and GS-12 for GS-13) in the federal government. Specialized experience is defined as:

GS-11
One year of specialized experience equivalent to GS-9 grade level of the federal service which involves (1) assists in resolving issues such as computation of accruals and daily gains and losses calculations; (2) assists in developing or preparing reports, and assists the development of procedures and manuals (3) plans and executes a wide variety of cash management functions and (4) assists in determining actions needed to improve/maintain fiscal integrity and assuring that programs are efficiently and effectively carried out in accordance with applicable law and management policy.

OR

Ph.D. or equivalent degree,

OR

3 full years of progressively higher level education leading to such a degree.

OR

A combination of the specialized experience and education as described above.

GS-12
One year of specialized experience equivalent to GS-11 grade level of the federal service which involves (1) assisting in devising statements, analyses, and reports or designs which provide management with the status of financial functions; (2) interpreting regulations and instructions issued by regulatory agencies; (3) helping develop or prepare reports, and assisting the development of procedures and manuals; and (4) providing a wide range of Agency-wide support activities, including all aspects of fund management. Education may not be used for this grade level.

GS-13
One year of specialized experience equivalent to GS-12 grade level of the federal service which involves (1) devising statements, analyses, and reports or designs which provide management with the status of financial functions; (2) planning and executing a wide variety of cash management functions; (3) providing a wide range of Agency-wide support activities, including all aspects of cash management; (4) determining actions needed to improve/maintain fiscal integrity and assuring that programs are efficiently and effectively carried out in accordance with applicable law and management policy; and (5) developing or preparing reports, and assisting the development of procedures and manuals.

Education may not be used for this grade level.

*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Transcripts may be unofficial copies, but they must come from an accredited college or university, and they also must include course names and the number of credit / semester hours. Foreign Education. If you are using education completed at foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in the interpretation of foreign education programs. Foreign education must be deemed equivalent to that gained at an accredited U.S. education program. Education may not be substituted for experience for the GS-12 and GS-13.
