What will I do in this position if hired?
This position is located in the Risk Management & Compliance Branch within the Financial Management Division, Office of the Chief Financial Officer. The Risk Management and Compliance Branch is responsible for the planning and conducting assessments to ensure the proper design and effectiveness of internal controls, reliability of financial reporting; and compliance with applicable laws and regulations. Typical assignments include:
Resolving a variety of financial and/or budget-related issues, questions, and problems related to the Agency financial management program. Developing and implementing standard policies and procedures which address internal control gaps and mitigate resource management risks. Maintaining an integrated system of financial staff services which contribute to effective management control over program operations. Serving as an advisor on Agency risk management matters and responsible for assisting senior management on the establishment and promulgation of an Agency-wide internal controls program. Providing administrative and technical direction and guidance to personnel and other officials responsible for implementing internal control practices. Representing the Deputy CFO/CFO in contacts with DHS, OMB, GAO, the Congress, States, and non-Federal agencies and activities relative to OCFO activities; and represents the OCFO on Agency task forces that develop guidelines and standards for internal controls.

Qualifications
The qualification requirements listed below must be met by the closing date of this announcement.
To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Coordinating with subject-matter experts on audit engagements and internal controls assessments; and Tracking and reporting on large datasets; and Conducting internal control evaluations of financial processes.
In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
