Duties

Located in the Administration Division, Finance Branch.

May be assigned to any of the Systems Accountant positions within the Branch.

Responsible for the development, design, implementation and maintenance of sophisticated and complex fully-automated financial management systems for the Bureau of Prisons.

Maintains the Agency's financial management systems by continual analysis and evaluation to determine compliance with statutory and regulatory requirements and ensure they meet the administrative needs of the Agency.

Prepares written detail specifications for systems modifications as required.

Develops and revises operating manuals, directives and agency policies to reflect systems modifications and new procedures and designs related accounting forms.

Provides technical advice to Agency management and accountants when accounting problems relative to systems design and revision involve great difficulty and responsibility.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Basic Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; Certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND

In addition to the above basic requirement:

Education:

GS-12 and GS-13: There is no substitution of education for specialized experience for this grades level.

Experience:

GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-12:
Experience in writing procedures, instructions, and guidelines which may establish policy and methods of operation of the agency as mandated by Department of Justice, General Services Administration, Office of Management and Budget, Department of Treasury, etc. Experience with working with computerized financial systems and acts as a technical advisor to operation accountants on problems involving accounting operations. Experience developing and providing financial training for employees, contractors, and grantees.
GS-13:
Experience in designing, developing and implementing major and key segments of accounting and financial systems and procedures as required by the Agency in accordance with Government Accounting Office principles and standards. Experience in preparing written detailed specifications for system modifications as required. Experience in performing as the technical expert on problems involving operations and systems, and provides operating accountants with solutions to their problems.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

The representative rate for this position is $129,759 per annum ($62.17 per hour).

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
