As Manager III Material Program Manager, you are responsible for the overall GSCM strategy, execution, management, and reporting for both program and GSCM stakeholders in support of program technical, financial, performance and overall Raytheon business objectives.

The MPM provides the program clear line of sight to the ongoing performance of the Subcontract(s) and Material acquisition status.

- The role of the MPM is to be the Supply Chain Leader interfacing between the Program, functional team members, customer and supply base. The MPM manages the complete strategic and tactical supply chain needs for the program.
- The MPM is responsible for overall GSCM Performance for all Supply Chain matters regarding Material acquisition, Subcontractor Performance and Transportation Logistics to meet program requirements for Cost, Schedule, Technical, Quality and Delivery.
- The MPM is responsible for building a comprehensive GSCM team, ensuring team health, effectiveness and efficiency and is responsible for insuring the team is familiar with their roles and responsibilities as well as updating a RASCI with the team or as team member changes occur.
- The MPM is accountable to RTX Leadership and the GSCM team to execute the strategy developed and manage all GSCM scope within the budget, technical & quality requirements within the agreed to PoP.

Specific roles/responsibilities include:

- Developing and executing supply chain strategies and plans;
- Serving as member of the Program Management Staff and functional single point of contact for the Program Leadership Team;
- Team Leader for the GSCM team members assigned to the Program or Product Line and is responsible for team health;
- Manages and coordinates risks, opportunities and obsolescence to meet program objectives;
- Responsible for Supply Chain financial performance: budgets, sales forecasting, EAC’s (material, labor, IOT, and subcontracts), sales and operating plans, and Annual Operating Plans (AOP);
- Overall accountable for adherence to the Subcontractor management process including Subcontractor performance, SC metrics, international issues, Make/Buy/Where Strategy, strategic agreements, and communication of customer flow through requirements;
- Communicates effectively and routinely on GSCM’s scope to the Global Supply Chain Management LT and within the Program/IBT Team;

Naval Surface & Undersea Systems is located in Portsmouth RI.

This position requires the eligibility to obtain a security clearance. Except in rare circumstances, only US Citizens are eligible for a security clearance.

Required Skills:

- 10+ years’ experience in any of the following areas: Material Program Management, Program Management, Project Management, Subcontracts, Contracts, Engineering, Manufacturing, Finance, Procurement, Supply Chain and/or Supplier Management
- Experience working in cross-functional or Integrated Product Teams or experience with project or program management
- U.S. Citizenship is required.
- EVMS Certification
- Experience developing and managing requirements and deliverables from task statements and/or Statements of Work (SOW)
- Strong management and leadership skills
- Estimate at Complete (EAC) Process / Formulation
- Risk and Opportunity Management
- Cost Account Manager Experience / Responsibility

Desired Skills:

- Experience with Supply Chain processes and functions
- Material Program Management Certification Level 3 or Equivalent
- PMX Certified Level 6 or Equivalent
- IPT Leadership
- Subcontract Management understanding (including FAR/DFAR)
- Experience with transition to production and hardware development programs
- Experience using Product Data Management tools and Material Requirements Planning (MRP) systems such as PRISM
- Advanced Degree
- Demonstrated ability to communicate effectively, both written and orally
