Duties

Responsibilities 
This position is located in the Emergency Planning Section (EPS), Coordination Division (CRD), Command and Coordination Bureau (CCB), Office of the Assistant Chief of Police for Uniformed Operations, United States Capitol Police (USCP).

Duties and responsibilities include, but are not limited to the following:

The EPS provides an enhanced capability to evaluate, update, develop, coordinate and execute contingency plans. Plans and coordinates support for special events. Responds to incidents and emergencies for incident command support. Provides on-scene coordination for multi-agency responses to evolving situations within and away from the United States Capitol Complex.

At the CP-09 level, the incumbent will be provided assignments that will serve to provide exposure to the full range of duties and responsibilities. The incumbent performs as a member of a team of emergency management specialists who prepare the USCP and the Congressional community for emergencies, recovery operations, continuity of operations and event planning.

At the CP-10 level, the incumbent fulfills the duties and responsibilities listed above at the CP-09 level, as well as the following duties: Supports operational planning to develop comprehensive Incident Action Plans (IAP) for events on the U.S. Capitol Grounds and develops emergency plans and procedures, which entail developing new plans or reviewing and revising existing plans to cover the full spectrum of emergency management including emergency preparedness, emergency management response and recovery and continuity of operations (COOP) for USCP and Congress.

As a member of an incident command team, coordinates resources during emergency events, continuity events and evacuations to provide life safety by rapidly analyzing essential information, assisting with decision making, facilitating communication through public safety radio equipment and law enforcement networks, and deploying to support incident command for off-site operations.

The incumbent develops and coordinates comprehensive plans to prepare the USCP personnel and stakeholders for emergency management response and recovery, consequence management, COOP and COG; prepares, executes, evaluates and updates tabletop and functional field training exercises; assists in the evaluation of exercise results and/or real life events; and develops and presents lessons learned for future planning .This position relies on the National Incident Management System (NIMS) and Incident Command System principles to perform best practices in emergency planning, response and recovery activities.

Works collaboratively on operational plans with an understanding of police operations to create incident action plans and supporting documentation, including maps and diagrams. Understands and applies principles of security planning, perimeter designations and credentialing when implementing major event plans. Prepares and facilitates a guided discussion and/or tabletop exercises to validate operational plans. Prepares event-after action reports to support agency improvements and future operational planning.

Serves on an emergency management team during training, planned events and emergencies. Responds to and assists in the USCP operations center, incident command post or other designated locations in an actual emergency. Supports the Incident Commander with appropriate guidance, communication and documentation.
