Summary You will serve as a Supervisory Emergency Management Specialist (Division Director) for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (DR&R), Disaster Recovery Division in Washington, District of Columbia. This position is responsible for leading the agency-wide field activities for disaster recovery, emergency management division, and implementing the resilient DR&R mission nationally and in the field. Responsibilities As a Supervisory Emergency Management Specialist (Division Director) at the GS-0089-15, some of your typical work assignments may include: Serving as a senior official in DR&R, providing leadership, guidance, and direction for policy issues, operational issues, and developing strategy; and coordinating with internal and external stakeholders to promulgate more positive recovery outcomes, resilient recovery results, and more positive customer experiences. Developing plans and recommending policies regarding federal support for State, local, tribal, and territorial recovery efforts. Directing, coordinating, and overseeing work through subordinate team members. Leading and/or assisting in the development of federal support for state, local, territorial, and tribal recovery efforts, performing unusually difficult assignments that require occupational expertise and judgment to support particularly complex program activities on a continuous and frequent basis. Providing expertise in areas related to planning for the health and social service impacts of emergencies and disasters and federal coordination of support for state, local, tribal, and territorial recovery efforts. Participating in interagency committees to advance pre- and post-disaster State, local, tribal, and territorial recovery efforts, including disaster-related impacts to health and social services. Working with senior management to support the effective and efficient DR&R-wide and SBA-wide recovery efforts to all manner of disasters and emergencies impacting health and social services, promoting the integration of federal, state, local, tribal, and territorial efforts following disasters. Maintaining liaison with medical, scientific, health policy, and research communities to exchange information and ideas regarding new and emerging research, technologies, and trends and on issues related to supporting incident management and domestic readiness, response, and recovery operations, and to advance the field of disaster recovery. IMPORTANT NOTES: This is a Permanent position, which is a competitive service status position with a full-time work schedule. If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities. A valid driver's license may be required. Requirements Conditions of Employment Qualifications *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement: GS-15: Must have held grade GS-14 for 52 weeks You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate ALL the following: Managing and/or supervising programs, policy development, and/or operational activities related to crises or disasters for sectors that includes local, state, federal, non-profit, or private industry; AND Collaborating and aligning key stakeholders to a shared purpose; AND Conducting analysis and assessments to implement change strategies; AND Developing new strategies and/or processes designed to enable an organization to meet its objectives; AND Developing and/or presenting written reports and briefings to senior managers or executive-level decision-makers. Education There is no educational substitution at this grade level.
