Duties

Functions as an Industrial Property Management Specialist in the Building Management Section, Facilities Management Branch, Administration Division of the Central Office.

Responsible for the implementation, upkeep and overall operation of the "Sentry Property Management Systems" within the Central Office, consisting of real property and controlled capitalized and non-capitalized personal property.

Responsible for organizing, coordinating, and directing physical inventories of accountable property and training others in proper methods of performing and reconciling as well as providing technical guidance to those responsible for conducting the inventories.

Assists in planning, supervising, and coordinating programs related to the acquisition, release, transfer, construction, renovation, repair, improvement, and management of property of the Central Office.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Basic Requirements:

Education:

Undergraduate and Graduate Education: Major study-business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

OR

Experience:

Experience that demonstrated:
Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property. Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property. Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property. Knowledge of Government sales policies, regulations, and methods. Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.
In addition to meeting the Basic Requirements, applicants must have the following:

Education:

There is no substitution of education for specialized experience for this position at this level.

OR

Experience:

At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular assessments to perform successfully the duties of the position, and that is typically be in or related to the position to be filled.

Some examples of the qualifying experience are:
Experience with identifying areas for improvement and implementing policies to make the personal property program more efficient and accountable. Experience with ensuring information and training is provided to Accountable Property Officers. Experience with maintaining the acquisition of all accountable personal property. Experience with assuring correct record-keeping is performed, and authorizes appropriate disposal as needed. Experience with supervising and providing guidance and directions to property management and warehouse staff.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

This position IS NOT included in the bargaining unit.

The representative rate for this position is $109,119 per annum ($52.29 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II". If you have not completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II", you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee, you must submit training records demonstrating you have completed the mandatory courses in "Introduction to Correctional Techniques Phase I and Phase II" to your hiring Human Resource office prior to appointment.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years "primary" law enforcement retirement coverage, will not be covered by law enforcement retirement while in this position. To regain coverage, individuals must return to a position with "primary" coverage.
