As the Corporate Property Analyst I, you will, oversee, analyze, implement, plan and conduct quality control checks on, and dispose of the Airports Authority's personal property assets and maintain system data integrity for locations and assets.

Corporate Property Analyst I

Serves in the Office of Strategy and Operational Performance at Corporate Headquarters.

Assists with setting and communicating the corporate-wide inventory plan. Ensures assets are recorded in a timely manner and property records are accurately maintained. Analyzes and researches the market value of surplus assets; determines if assets can be re-used or sold. Serves as backup System Administrator for any Airports Authority's asset inventory system and participates the Airports Authority's Financial Management System (Workday), the system of record for corporate property assets. Performs related functions.

GENERAL RESPONSIBILITIES

Drafts, recommends, and implements policies and procedures for monitoring and disposing personal property.

Provides training, guidance, coordination, and assistance to departmental Property Management Technicians, Property Management Custodians, employees, and contractors within their custodial areas regarding property management policies and procedures.

Performs daily, special and spot-check inventories of Airports Authority's capitalized assets and non-capitalized assets.

Serves as backup System Administrator for the asset inventory system and for the Airports Authority's Financial Management System (Workday), the system of record for corporate property assets. Participates in the development and testing of enhancements to the systems related to assets.

Maintains location naming convention. Ensures asset classification/location/accounting codes are integrated into the financial management system (Workday). Works to ensure consistency in location naming across Airports Authority systems (such as the Computerized Maintenance Management System and GIS system).

Reviews and analyzes excess property requests and ensures the proper documentation is processed for newly acquired, transferred or excessed property assets, including adjustments to existing records.

Analyzes and researches the market value of surplus assets; determines if assets can be re-used, scrapped, or sold. Coordinates with local governments/not-for-profits on asset reutilization programs. Prepares and presents to senior management recommendations for the re-use or sale of surplus assets. Arranges for disposition of property, including hazardous wastes. Oversees assets stored at the property warehouse.

Serves as Contracting Officer's Technical Representative (COTR) on property program contracts. Determines scope of work and recommends possible vendors whose costs and services are most advantageous to the Airports Authority. Administers contracts by maintaining usage and cost records; reconciling and approving invoices; and ensuring contract compliance.

Manages the budget for the excess property disposal management program and provides annual budgetary requirements for program contracts.

Coordinates with accounting office and other property management representatives in resolving tracking problems, etc.

Develops and produces periodic and special reports, inventory listings, and asset and property reports. Presents information to managers and other responsible parties.

Maintains, coordinates, and records all asset dispositions in the financial management system (Workday).

Serves as liaison with corporate, DCA, IAD and PSD property management representatives to assist in resolving discrepancies on documents and inventories.

Performs other duties as assigned.

QUALIFICATIONS

Three years of progressively responsible experience in property management, including property disposal and inventory and reporting of personal property.

Knowledge of and ability to apply standard practices of inventory, storage, and disposal of personal property.

Knowledge of excess property management techniques and skill in evaluating and classifying property value.

Knowledge of and ability to ensure compliance with material management and disposal procedures, laws, and codes, including regulations for disposing of hazardous materials.

Ability to administer contracted services, monitor expenditures, evaluate contractor performance, and resolve discrepancies in accounts or contract provisions.

Knowledge of and ability to use the methods and tools of project management, including planning projects, scheduling activities, and coordinating resources.

Ability to analyze data and information.

Ability to maintain specialized manual and automated filing systems.

Ability to speak and write effectively.

Skill in using a computer and office suite software, with emphasis on database and spreadsheet software and automated excess property management systems.

PREFERRED QUALIFICATIONS

A Bachelor's Degree in Business Administration, Finance, Accounting, or related field.

Experience with Workday Financial system.

Property asset management experience.

EDUCATION

A high school diploma or a Certificate of General Educational Development (GED).

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

Certification as a Certified Property Professional Specialist (CPPS) from the National Property Management Association (NPMA), or similar certification, within two years of hire, promotion, or placement on the job.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle landside and airside (requires AOA permit).

Work requires light to moderate physical exertion (lifting objects up to 50 pounds).

May be subject to weekend work to manage scheduled auctions.

Must maintain membership in NPMA or similar association.

May be subject to adverse weather conditions and dust/grease/dirt when conducting inventories or handling property.

A background security investigation will be required for all new hires.
