Position Summary


Responsible for the management of Systems and Administrators and all Credit Union computer systems. The IT Systems Manager's role is to ensure the stable operation of the in-house computer hardware and software systems as well as network connections. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network hardware, software, and communication links, in addition to budgeting and managing, developing, and leading the System Administrators.


Essential Function and Primary Responsibilities


IT Systems Manager schedules, organizes, and assigns projects to members of the team. Responsible for information systems, support, backup, testing, and reliability. Establishes overall strategy for design, installation, and operations for software/hardware integration, system architecture, data networks and intra/internet interface.


This includes, but is not limited to:


  • Hires and trains IT Systems staff.
  • Schedules, organizes, and assigns projects to members of the IT System and department.
  • Conducts performance evaluations that are timely and constructive.
  • Handles discipline and termination of employees as needed and in accordance with company policy.
  • Assigns duties and examines work for exactness, neatness, and conformance with policies and procedures, as established by the Board of Directors and senior management for the IT Systems department
  • Develops and implements business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss.
  • Keeps abreast of developments in the technological and management sectors.
  • Attends workshops and scheduling refresher courses as required.
  • Facilitates IT audits or investigations.
  • Manages budget and works with the Director of IT and the ALM committee to remain under budget.
  • Develops and maintains relationships with external IT vendors and service providers.
  • Manages and administrates all operating systems and their corresponding or associated hardware and software.
  • Manages communications and connection solutions, including local area networks, intranet, and Internet applications.
  • Manages and ensures the integrity of host computers, multiple databases and data transfer.
  • Deploys and maintains firewalls, cryptography systems, and all host security activities.
  • Downloads tests and installs all security and software patches in the appropriate computers.
  • Monitors system logs to insure security and software performance and provides statistics and reports.
  • Distributes and supervises server storage space allotments.
  • Performs computer system maintenance on the credit union's LAN and WAN hardware and software.
  • Analyzes system or application usage and plans for growth or increases in network capacity.
  • Assesses the need for any system reconfigurations (minor or significant) and executes them if required.
  • Ensures connectivity of all workstations.
  • Conducts research on emerging products, services, protocols, and standards in support of hardware and all systems software procurement and development efforts.
  • Interacts and negotiates with vendors, outsourcers, and contractors to secure hardware, software products and services.
  • Practices network asset management, including maintenance of network components inventory and related documentation and technical specifications information.
  • Maintains equipment lists for all branches for both hardware and software.
  • Administers and maintains end user accounts, permissions, and access rights.
  • Performs network and security audits.
  • Ensures that the latest virus protection is installed on all appropriate areas.
  • Recommends, schedules, and performs software improvements, upgrades and /or purchases.
  • Must comply with all Federal and State laws and regulations including Bank Secrecy Act, Patriot Act, and Office of Foreign Asset Controls.
  • Exhibits SPARK Service standards at all times
  • Performs other duties as assigned. Must be flexible and able to work unusual and variable hours/schedules, without supervision, including but not limited to holidays, evenings or weekends.


Education & Qualifications

  • Bachelor's degree in Computer Science, Management Information Systems, or related field required
  • 2-5 years of Management
  • Excellent interpersonal skills
  • Ability to predict potential user and software issues
  • Organizational skills and attention to detail
  • At least three years of experience with LAN and WAN technologies, including multiple network operating systems, topologies, and protocols, required
  • CISSP or similar certifications highly preferred.
  • Must be bondable.
  • Internal annual compliance testing required


Skills and Abilities

  • Must have working knowledge of computer hardware and software and working knowledge of Windows server OS.
  • Technical experience with systems networking, databases, web development, and user support
  • Must have professional written and verbal communications skills in English. Must have the ability to communicate with all members and staff at all levels within the Credit Union.
  • Excellent collaborative interpersonal skills and the ability to develop and maintain positive working relationships are essential
  • Presents a positive and professional image to members through effective and courteous verbal and written communications
  • Courtesy, tact, and diplomacy are essential elements of the job. Work involves much personal contact with others inside and/or outside the organization for purposes of giving or obtaining information, building relationships, or soliciting cooperation
  • Ability to apply logical thinking to define problems, collect data, establish facts, and draw conclusions
  • Must be able to manage multiple projects and support multiple content contributors.
