Overview
GovCIO is currently hiring for a Senior Business Analyst to to support the USAID Development Information Solution (DIS) project. This position will be located in Washington, DC and will be a hybrid position.
Responsibilities
General Position Requirements
Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer. Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems. Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization. Documents product/service requirements and develops test procedures to ensure user requests are carried out. Interacts with testing requirements to ensure traceability and test coverage. Requires general-logic knowledge of system capabilities without necessarily the ability to program.Specific Position Requirements
The Business Analyst (BA), for the Development Information Solution (DIS) project, reports to the senior technical Project Manager within DIS. The BA is responsible for providing DIS Program Management Office (PMO) support to ensure the program remains compliant with Agency policies, support or lead technical efforts, inform and/or execute project-related process improvements. The key responsibilities include the following:
Ensure DIS compliance with Agency existing and new initiatives as they occur Support efforts to bridge gaps between business needs and technical solutions. Collaborate with cross-functional teams, including project managers, business owners, developers, and other subject matter experts, to ensure the successful delivery of the project and potentially improve business processes. Serve as a secondary point of contact for all Knowledge Management (KM) efforts. Develop frameworks and or support the creation of job aids and/or work instructions to support transfer of knowledge among team members. Maintain awareness and/or provide inputs to Organizational Change Management (OCM) activities. Support DIS user communications, intranet site management, and other tasks related to user support and interaction. Coordinate, document meeting outputs and action items, and track ongoing activities or actions for the DIS Integrated Product Team (IPT) and other work streams as requested. Lead or support Unit Testing, User Acceptance Testing (UAT), and Verification and Acceptance (V&A) in production, including planning, coordinating, and/or executing the testing of functionality that affects end-users and validate that the implemented solution meets business and User Story requirements needs. Analyze or map existing DIS business processes to identify inefficiencies and areas for improvement. Develop DIS enhancement business case – objectives, benefits, costs and risk of alternatives, recommended solution and rationales.Qualifications
Required Experience
Bachelor's degree with 8+ years (or commensurate experience) 8+ years of project management or business analyst experience Knowledge of and experience with defining and mapping requirements Proficient with all Microsoft Suite and Google Suite tools Hands-on experience with SDLC and Agile processes Ability to align detailed tasks with the big picture Strong oral and written communication skills with the ability to tailor your messaging to technical and non-technical audiences Proficient to handle multi-tasking and ability to prioritize (teams) tasks independently based on Organizations priorities Ability to manage various stakeholders (technical and non-technical) and collaborate with others to achieve common goals Provide direct support for the project as directed by the assigned government Project Lead Coordinate with Process Owners and Technical Teams to establish the most efficient and effective “end-to-end” process and solution definition Develop business requirements, functional and non-functional requirements for required technical solutions Coordinate with designated technical staff to estimate the cost for the technical resources to design and implement system modifications and integrations so that the government can acquire those resources to support the initiative US Citizenship Required (no exceptions) Clearance Required: Secret-
