Position Focus:

Reporting to the Associate Director, Compliance and Costing (“Associate Director”), the Analyst, Compliance and Costing (“Analyst”) serves as a key member of the department for University Policy and Compliance. This individual will support work across that team’s portfolios, primarily concentrating on University Service Providers (“USPs”) and external service providers. This will include, among other responsibilities, coordinating the annual USP registration and rate submission process, monitoring activity through quality assurance processes to ensure compliance with federal regulations and University policies and procedures, and other projects identified to improve processes and strengthen internal controls. This individual will provide key support for the incremental volume of external sales requests, assist in developing and implementing new quality assurance processes, and contribute to process development, enhancement and efficiency efforts to ease the administrative burden on USPs and external service providers.

The Analyst will establish an understanding of the University’s financial internal controls and federal regulations, including Uniform Guidance (2 CFR ), and assist with related compliance monitoring activities and analysis. This position will also be responsible for providing financial information (identifying risk, recommending policy/process improvements) through analysis and reporting. The Analyst will be responsible for properly documenting internal control objectives, reviews, and results. This individual will be responsible for providing professional service and communicating internal control guidance to University end-users, taking ownership and accountability for timeliness, accuracy and relationship management, and performing other miscellaneous financial compliance duties, analyses, and special projects as assigned.

The Analyst will support the portfolio by implementing costing activity principles to support internal and external charges across the University. They will assist in preparing complex rate calculations for use for internal costing purposes such as USP charges, for use in allocations of internal costs such as fringe rates, and University services assessments. The Analyst will play a key role in providing timely, accurate, high quality financial analysis for review by the Associate Director and others.

Essential Duties

1. Financial Modeling and Forecasting. Provides technical analysis to determine present and future financial performance. Organizes information from a variety of sources for use in analyzing future plans and forecasts. Collaborates with all levels of management, both internally and externally, to gather, analyze, summarize, prepare, and present recommendations regarding financial plans and other complex financial matters. Researches and evaluates information to resolve issues and makes recommendations. Develops and/or executes complex financial models. 2. Financial Analysis and Reporting. Analyzes and synthesizes information and designs and creates accurate and timely reports. Designs financial reporting to meet the compliance needs of internal and external users. Extracts and consolidates data from multiple sources. 3. Financial Methods and Systems. Contributes to the planning and improvement of practices, processes and systems. Collaborates with all levels of internal and external contacts to carry out department goals. Provides a high level of service that cultivates and maintains strong working relationships and communicates effectively; takes ownership and accountability for timeliness, accuracy and relationship management. 4. Strategic Resource. Translates department finance goals into objectives. Identifies and raises potential financial opportunities, issues, risks, ideas and solutions. Identifies the appropriate stakeholders to include in consultations, communications, approvals or buy-ins for designing and implementing changes. 5. Compliance and Risk Management. Establishes, implements and/or maintains strong internal controls in areas of assigned responsibility to provide reasonable assurance of effective and appropriate resource use, accurate financial information, and adherence to contractual obligations and agreements, policies, procedures, and external regulatory requirements. 6. Mentors, leads and/or supervises staff. 7. May perform other duties as assigned.

Required Education and Experience

Bachelor’s degree in Accounting, Business, Economics or Finance and four years of related experience or an equivalent combination of education and experience. Demonstrated application of financial, accounting and economic concepts.

Preferred Education, Experience and Skills:

Experience with common business software applications (spreadsheet and database). Well-developed accounting skills are a plus.
