Position Summary: Responsible for assisting with the processing of the organization's payroll to include compiling and analyzing payroll data. Serve as the payroll liaison to employees and management. Responsible for assisting in maintaining department payroll related records and documents as well as benefits billing related tasks. This position requires a high degree of confidentiality and discretion in the administration of employee records and communications. The Payroll Associate receives daily work assignments from the Payroll Administrator, but all work is completed under the guidance of the Finance & Accounting Manager. 

Position Responsibilities

Maintains payroll information by collecting, calculating, and entering data into the payroll system, as well as retrieving data when necessary. Answers questions from employees about payroll matters; maintain files and payroll records. Assists with compiling payroll data, computes and posts wages, and reconciles errors using various computer applications. Assist the Payroll Administrator (PA) in accurately processing payroll for exempt and non-exempt employees in a timely manner. This includes calculating and processing various withholdings such as union dues, benefits withholdings, 401k contributions, employer contributions, child support, garnishments and levies, off-cycle, retroactive and corrections. Support the PA to ensure wages are compliant with all regulatory agencies and paid in accordance with the union contract and wage and hour laws. Respond to employee and management payroll inquiries in a timely manner and resolve discrepancies, as needed. Monitor and Review timesheets and understand the timekeeping system. Review time-worked inputs for calculation or coding errors and determine correct number of hours for regular, overtime, and special pays. Assist PA in training new users in time card processes and deadlines. Review new hires and transfers for accuracy. Examine and verify all payroll related data for accuracy (e.g. wages computed, GL coding, direct deposit, taxes, research and correct errors, etc.) Work cross-functionally with PA, HR, Finance and others to be aware of events that may impact payroll (e.g. final pay for separated employees, various leave of absences, work schedule changes, special pays, and emergency restoration pay). Assist PA with the review all federal tax authority filing compliance requirements, such as federal tax and social security withholdings, to assure problem free filing of withholding and payroll reporting. Assist with preparation, creation, and communication of payroll deductions to retirement administrators for 401(k) plans and other pre-taxation savings plans. Assist with benefit billing by reconciling carrier reports, requesting benefit disbursements, and reconciling benefit related accounts as well as gather payroll data for financial statements. Assist in regular payroll reporting to include (but not limited to) processing annual W2 forms, tax reporting, statistical data collection and reporting, US Census/Department of Labor, Form 990, Form 7 and other financial reports. Assist with payroll month end processing; participate in and support month-end, quarter-end and year-end accounting processes relating to payroll; complete payroll related returns. Research and prepare special reports for management; this may include periodic report of earnings, taxes and deductions, Accounts Payable check requests, process or request manual paychecks to correct errors, and processing of tuition reimbursement payments. Maintains knowledge of best practices and the laws that govern the payroll administration practices. Document and review payroll procedures. Ensure ongoing development and maintenance of documentation (e.g. Standard Work or Standard Operating Procedures). Assist with new payroll procedures and automation; reports & systems. Participate in system upgrades (internally & externally), or specialized assignments. Other duties assigned by the Payroll Administrator and/or Finance & Accounting Manager.

Education

Associate's Degree in Business, Accounting, Finance, Business or related field (Required) or A combination of high school diploma and minimum two years prior experience working in a corporate payroll environment may be considered in lieu of a degree.

Experience

Working knowledge and/or exposure to payroll best practices. (Required) Payroll experience in bargaining unit environment with working knowledge of special wage premiums and shift differentials. (Required) Experience working with a highly customized and detailed time tracking system. Knowledge, Skills, and Abilities

Knowledge of payroll principles and the impact of various payroll entries (pre-tax withholdings, tax withholdings, pro-rated benefit withholdings etc.). Basic to intermediate skill level in MS Office Suite: Word, PowerPoint, SharePoint, Outlook. Intermediate skill level in Excel or basic skill level combined with ability to learn more advanced Excel tasks quickly. Accuracy in daily work. Ability to identify errors or variances utilizing an analytical approach. Ability to meet communicated schedules and deadlines. Ability to communicate effectively across the organization. Maintain confidentiality of financial information and exercise utmost discretion at all times. Excellent customer service orientation. Maintain effective working relationships with employees at all levels within LCEC.
