We are seeking a Senior Legislative and Public Affairs Specialist to provide expert advice and support for the Department of Defense (DoD) in its congressional activities related to defense intelligence. The successful candidate will facilitate and enhance the efficient flow of information within the DoD and the Intelligence Community, as well as between the DoD, other Executive Branch entities, and Congress.
Work Description:
The employee will advise and support Congressional Activities to facilitate the efficient flow of information related to defense intelligence matters within the Department of Defense (DoD) and Intelligence Community (IC), as well as between the DoD, other Executive Branch elements, and Congress.
Responsibilities:
- Collect, review, assess, and disseminate congressional information, correspondence, and documentation within the DoD and IC, and among Executive Branch elements.
- Support the development, coordination, and tracking of reports, correspondence, Questions for the Record (QFRs), and responses to Congress, including daily activities.
- Prepare for congressional hearings, staff reviews, Government Accountability Office audits, and other congressional activities, providing advice, guidance, training, and process improvement recommendations.
- Assist with drafting, coordinating, and communicating among Defense Agencies and the IC on congressional matters related to systems, programs, architectures, issues, and initiatives.
- Draft summaries of intelligence-related legislative provisions and other directive language in annual defense and intelligence legislation, including committee or conference reports and classified annexes.
- Coordinate responses to congressional letters for senior DoD leaders, and manage the congressional correspondence coordination process within DoD and the defense intelligence components.
- Manage and coordinate congressional taskings and activities, handling information classified up to TS/SCI.
- Assess the impact of legislative proposals and enacted legislation, drafting comments and appeals concerning legislation originating within the DoD, the Defense intelligence community, and other Executive Branch elements.
- Continuously evaluate and assess business policies and processes, making recommendations for system improvements related to congressional activities, including information technologies.
Minimum Requirements:
- U.S. citizenship
- Bachelor's Degree
- Active TS Clearance, Eligible for SCI
Preferred Qualifications:
- 7+ years of proven experience in technical analysis with expertise in the legislative process
- Proficiency in collecting, reviewing, assessing, and demonstrating congressional information, correspondence, and documentation
- Proficiency in drafting legislation and legislative appeals, and analyzing legislative proposals and enacted legislation
