Position Description

Reporting to the Director Talent Development, this role is strategically positioned to have positive impact across all levels of the organization. As RAND enhances its development as a learning-oriented culture, a skilled learning manager is well situated to formulate comprehensive and intricate learning pathways for all levels of staff and leaders. This position will enable the critical strengthening of key skill sets for success across RAND as well as identifying and further developing emerging and future leaders. 

Key responsibilities:  

Design, manage and implement well-crafted learning and development programs and initiatives that support consistently applied skills and competencies across all levels of staff and leaders.  Partner with key leaders and people managers to support building initiatives including individual and team development plans that support and identify what success looks like.  Create and design engaging learning activities and compelling course content through application of instructional design theories, practices and methods that enhance retention and transfer.  Build strategic and effective relationships with stakeholders/leaders, with an understanding of a relatively flat and highly matrixed organization.  Provide ongoing support and guidance to reporting managers to promote a culture of learning, nurture a talent mindset across all levels of the organization.  Develop learning and development programs using inclusive learning practices and ensure they support our DEI strategy.  Act as an internal consultant to the business, working with leaders, HR, and other key stakeholders to understand how our development and learning supports our needs, the RAND mission and implement suitable learning pathways and plans at a group, team, and individual level.  Develop and deliver in-house content using a blend of delivery methods including live virtual, face to face and online content.  Curate external learning content, develop and manage a network of preferred suppliers.  Work with internal partners and subject matter experts to develop customized and applicable learning programs that align with development needs and interests of multiple departments/groups/staff levels.  Collaborate and coordinate with internal HRIS team and analysts to ensure dynamic engagement of learning management system (Cornerstone) 

Qualifications  

The ideal candidate will: 

Be a learning expert who is constantly developing their expertise and able translate that into the context of learning a complex, matrixed organization. Be experienced in the design, delivery, and evaluation of learning in a variety of formats including eLearning, on-demand micro-learning and live virtual and face-to-face workshops.  Have experience, knowledge, or skills in organizational development or organizational effectiveness is a plus.  Be an advocate of diversity, equity and inclusion matters and understand inclusive learning practices to ensure that learning interventions enable the advancement of all of our people.  Be highly credible and have strong stakeholder management skills to engage with senior leaders and key stakeholders. Have exceptional communication skills, so you can demonstrate your credibility to key stakeholders in both written and verbal communication.  Be a highly organized project manager and able to manage multiple priorities at the same time.  Be a self-starter who is able to work autonomously and take full ownership for your work, and know when you need to consult with, or get support from, your colleagues.  Be able to work collaboratively with others and have a natural flair for being able to bring people together to deliver on objectives. Possess a commitment to creating an inclusive workplace and experience participating in inclusive workplace initiatives.  Be proficient in Microsoft Office and have experience with learning management systems.  Be able to travel up to 25% of the time. 

Education

Bachelor’s degree in a related field is required; advanced graduate degree is preferred.  Certification in instructional design, coaching certification, assessment certifications highly desired. 

Experience  

Minimum 8 years of experience in a related field, designing, facilitating, and delivering workshops to sophisticated, highly educated audiences. Prior experience in a professional services, academic/research institution, or similar workplace environment highly desired 

Location(s)

This position may be based at one of our office locations in Pittsburgh PA, Santa Monica CA, or Washington, DC. ​ Hybrid Work Arrangement: Candidates who live within a reasonable driving distance to one of the listed RAND office locations can work from both home and the office. Onsite Requirement: Onsite attendance is 3 days/week, with Wednesday attendance required. Remote Work: A fully remote work option is not available for this role.
