Job Summary

The City of Bellevue, WA is currently accepting applications for one full-time, regular status Senior Engineering Technician in the Operations Section of the Utilities Department. The Senior Engineering Technician performs routine and progressively complex technical engineering-related work for various systems and programs within the Operations Section. This Section is responsible for managing the Utilities’ 24 Water Reservoirs, 22 Water Pump Stations and 47 Wastewater Pump/Lift Stations as well as 148 Pressure Reducing Valves (PRV's). These assets are used to manage 72 distinct Water pressure zones and 56 Wastewater drainage basins.

Essential Duties and Responsibilities

Lead the planning and support the implementation of annual maintenance and operations of reservoirs, water and wastewater pump stations, and PRVs, including repair and maintenance of complex pumps, motors, seals, electronic systems and related components. Utilize Supervisory Control and Data Acquisition (SCADA) and Telemetry systems to ensure proper operation of the Water Supply Distribution System and Wastewater Operations functions for the City of Bellevue. Review SCADA and Telemetry data for trends analysis of both Water and Wastewater. Analyze system function to maintain appropriate pressure and water supply movement through multiple inlet stations. Analyze system hydraulic and water quality problems and implement collaborative solutions.  Develop and administer maintenance contracts with outside vendors. Manage work of contractors, ensure that projects are completed on-time and within budget. Review reports, plans and specification for Capital Improvement Projects developed by Water and Wastewater Engineering and various outside Engineering consultants. Participate in the employment selection processes for Technical Specialist vacancies within the Operations Section. Make recommendations for scheduling of projects while maintaining service levels to customers. Coordinate the integration and startup of new facilities within the two piped systems. Respond to more difficult and sometimes sensitive customer requests. Provide direct input to Superintendent on employee performance reviews. Research new technologies to incorporate into Bellevue’s existing Water and Wastewater systems. Administer programs and analyze data and historical reports; creates reports, prepares program correspondence.  Conducts field investigations, data collection and monitoring for various projects, programs and assessments. Develop and update SOP’s for the Operations Section. Maintain adequate inventory of specialized components of the Water and Wastewater Operations Section. Train and develop Technical Specialists within the Operations Section. Identifies deficiencies in operations, maintenance and service delivery systems; develops corrective programs. Provides input on water, wastewater, surface water system strategic planning. Must be available to respond to emergencies on a 24-hour/7 days-week basis.

Qualifications

Knowledge, Skills, and Abilities: 

Proficient with telemetry software applications, SCADA, Wonderware, Auto-dialer systems and other data management systems. Competent at planning, scheduling, and big-picture thinking. Effective coordination between multiple staff and agencies. Strong communication skills, both verbally and written. Effective customer service management and complaint resolution. Able to appropriately confront personnel issues while consistently building team morale. Research trending topics and provide counsel to management about potential system impacts. Able to effectively train and instruct. Manage time effectively with an eye toward innovation, new technology, and streamlining of business process. Skill in using a personal computer, engineering applications, and data management software in performing duties. Ability to read blueprints, maps, and as-built drawings.  Education, Experience, and Other Requirements: 
Graduation from an accredited two-year college or university with a degree in civil engineering, environmental studies or related field. Five or more years of progressively responsible related experience in Water and Wastewater Operations and SCADA/Telemetry/Security Operations preferred. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Must pass a criminal background check prior to hire.
