This position is in the Clinical Services Administration, Department of Behavioral Health (DBH). The Community Response Team (CRT) is the DBH multidisciplinary approach to improve behavioral health outcomes in the District with a focus on proactive service offerings and tailored responses to behavioral health support needs.

Duties and Responsibilities

The incumbent of this position serves as CRT Program Manager for the Department of Behavioral Health/Clinical Services Administration/Community Response Team. The incumbent reports directly to the CRT Director, and keeps the CRT Director informed of progress and potentially controversial matters. Responsible for planning and carrying out assignments, resolving conflicts, coordinating work with others, and interpreting policy and objectives. Manages and coordinates the effective delivery of services for the program. Monitors and evaluates trends in mental health needs in Washington, DC, responsible for developing and adjusting services to meet changing needs. Monitors spending plan use and rate expenditures for budgeted funds for supplies, office equipment, printing, graphics, publications, local purchasing, telecommunications, office space renovations, copying machines, equipment repair, and travel. Provides oversight of staff activities by planning, coordinating, and monitoring work to be accomplished, determines and establishes priorities, develops schedules, and provides supervision and guidance to employees. Works with community partners and stakeholders to support community needs and promote the Community Response Team.

Qualifications & Experience

Education : Bachelor’s or higher degree which involved major study in an academic field related to health or allied sciences.

All applicants must have successfully completed a four (4) year course of study in an accredited college or university leading to a Bachelor’s or higher degree which involved major study in an academic field related to health or allied sciences. This position requires one (1) year of specialized experience equivalent to the next lower grade level in the normal grade level progression for the position to be filled. Specialized experience is the experience that is directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as experience in exercising managerial leadership with planning, developing, and implementing comprehensive Community Response Team (CRT) programs.

Licenses and Certifications

This position requires licensure as a Qualified Practitioner including Psychiatrist, Psychologist, LICSW, LPC, or MD through the District of Columbia Health.

Working Conditions/Environment

The incumbent may be required to assist in community-based engagements as needed which may include working on the streets (in extreme temperatures), in consumer residences, in community-based facilities, or in specialized service centers throughout the District of Columbia metropolitan area. A high degree of hazard may be present in working with emotionally disturbed consumers.

Collective Bargaining Unit (Non-Union): This position is not covered by a Collective Bargaining Unit.

Position Designation: This position is deemed as “Protection Sensitive” pursuant to Section 410 of Chapter 4 of the Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying protection-sensitive positions are subject to the following checks and tests:

Residency Requirement : A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
