Job Description

Under general supervision of the Director of Grant Administration, the Program Coordinator assists applicants and awardees with the grant application process, reviews applications by awardees and beneficiaries to determine funding eligibility, prepares and monitors contracts resulting from the implementation of projects primarily funded by the U.S. Department of Housing and Urban Development (HUD). Incumbent monitors awardees for compliance of all applicable regulations and also manages projects funded from other community development service organizations or projects implemented by the City.

Job Responsibilities

1.Assists awardees and beneficiaries with the grant management process, determines funding eligibility, monitors expenditures, and prepares fiscal and programmatic reporting which may be included in the One-Year Action Plan (AP), Five-Year Consolidated Plan and Strategy (ConPlan) and/or Consolidated Annual Performance and Evaluation Report (CAPER).
2.Prepares contracts for each recipient, including scope of services and budget for community development programs.
3.Monitors and evaluates non-profit funded agencies for contract compliance including the preparation of reports.
4.Insures compliance by all subcontractors with labor requirements such as the Davis-Bacon and Related Acts and reviews all subsequent contracts with lower tier contractors for compliance with federal requirements. Recommends corrective action, including contract termination, when necessary.
5.Prepares Environmental Review Records.
6.Conducts invoice audits and project site visits of contractors and sub-contractors.
7.Collaborates with department staff to finalize grant program requisites.
8.Keeps abreast of HOME Investment Partnership Program, Emergency Solutions Grant (and similar) program rules and regulations with a primary focus on the Community Development Block Grant Program.
9.Assists in the preparation of City Commission agenda items and authorizations for internal grant approval.
10.Tracks and updates grant activity through HUD’s Integrated Disbursement and Information System (IDIS) and other platforms.
11.Maintains master calendar of grant timelines and deadlines.
12.Communicates relevant grant information to appropriate internal and external users.
13.Represents the City when dealing with governmental agencies, funding agencies, municipalities/jurisdictions, and other agencies.
14.Prepare grant-related content for website and various internal and external documents.
15.Perform other duties as assigned.

Knowledge, Skills and Abilities

Minimum Requirements: - 1.Job requires a bachelor's degree from an accredited college or university in public administration, business administration or related field. A master's degree is preferred in an area related to public administration, public affairs, business, or organizational systems.
2.Job requires two (2) years of professional work experience.
3.Job requires a current, valid Texas Class C driver's license.
4.Must demonstrate the ability to work under pressure and meet deadlines.
5.Must have excellent computer skills to include: word processing, spreadsheets, statistical packages.
6. Must have excellent organizational, interpersonal, written, and oral communication skills in order to readily communicate effectively
7.Exceptional ability to initiate and maintain grant activities and facilitate relationships with City Departments, staff, funding agencies, and other partners. .
8.Ability to prepare reports and business correspondence.
9.Ability to effectively present information and respond to questions from stakeholders, customers, the general public and management.
10.Must be capable of working in a fast-paced environment.
11.Must be able to effectively manage multiple projects.

Physical Requirements

1.Job involves sedentary work that includes walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. Occasionally exposed to extreme heat/cold temperatures.

Additional Information

1. This is a safety sensitive position and may be subject to random drug and alcohol testing.
2. This position has no supervisory responsibilities.
