Summary

The Environmental Compliance Specialist is responsible for maintaining compliance with federal, state, and local environmental regulations, as well as performing record keeping to provide evidence of compliance. This role involves conducting inspections, collecting and analyzing environmental data and implementing compliance programs.

Tasks

  • Monitor landfill operations to ensure compliance with environmental regulations and permits.
  • Prepare and submit compliance reports to regulatory agencies.
  • Maintain up-to-date knowledge of environmental laws and regulations affecting landfill operations.
  • Conduct regular site inspections to identify potential environmental hazards or violations.
  • Perform environmental audits and implement corrective actions for non-compliance issues.
  • Oversee groundwater, surface water, and air quality monitoring programs.
  • Collect and analyze environmental samples to detect contamination levels.
  • Maintain accurate records of monitoring activities and results.
  • Prepare and maintain comprehensive environmental documentation, including permits, compliance reports, and inspection records.
  • Develop and submit detailed reports on environmental performance and compliance status.
  • Examine permits, licenses, applications, and records to ensure compliance.
  • Determine the nature of deficiencies and actions to be taken.
  • Prepare, organize, and maintain inspection records.
  • Verify that hazardous chemicals are handled, stored, and disposed of in accordance with regulations.
  • Learn and observe proper safety precautions, rules, regulations, and practices so that unsafe conditions can be recognized and proper safety protocols implemented.
  • Monitor follow-up actions in cases where deficiencies were found.
  • Inform workers of inspection findings, and explain how problems can be corrected.
  • Observe and record field conditions, gathering, interpreting, and reporting data such as flow meter readings and chemical levels.
  • Analyze and implement state, federal or local requirements as necessary to maintain approved pretreatment, pollution prevention, and storm water runoff programs.
  • Maintain and repair materials, worksites, and equipment.
  • Performs site inspections routinely, after rain events, or as directed.
  • Operate other site machinery and equipment.
  • Ensure proper handling, disposal, and documentation of hazardous and non-hazardous waste.
  • Develop and implement emergency response plans for environmental incidents.
  • Coordinate with emergency response teams and regulatory agencies during environmental emergencies.
  • Conduct training sessions for landfill staff on environmental compliance and best practices.
  • Communicate with regulatory agencies, community groups, and other public entities regarding environmental issues.
  • Address public inquiries and concerns related to landfill operations and environmental impact.
  • Clerical tasks including cataloging and filing inventory, records, and documentation.
  • Other tasks as directed.

Qualifications

  • Bachelor’s degree in Environmental Science, Environmental Engineering, or a related field.
  • Experience in environmental compliance, preferably in the waste management or landfill industry.
  • Familiarity with federal, state, and local environmental regulations and permitting processes.
  • Be physically able to perform the work assigned.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Proficiency in environmental monitoring and sampling techniques.
  • Ability to work independently and as part of a team.
  • Proficient in using Office software and tools.
  • Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of materials, methods, and the tools involved in the construction or repair of houses, buildings, or other structures such as highways and roads.
  • Knowledge of principles and methods for moving people or goods by air, rail, sea, or road.
  • Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.

SECCRA serves the solid waste and recycling needs of about 110,000 residents in 24 member boroughs and townships located in the southern third of Chester County. Our member population is currently growing.

SECCRA utilizes long-term planning - We ensure that the environmental and community waste disposal needs are met today and into the future. This forward-thinking approach allows SECCRA the flexibility to meet the changing needs of our member communities, saves money and provides continuity of operations. Our current operating plan is available for review by any interested community or organization.
