Position Summary
Under general oversight, this role involves executing environmental regulatory compliance and policy formulation tasks as directed by management. The primary responsibilities include assisting and supporting management in ensuring adherence to regulatory standards, particularly during the creation and execution of regulatory documentation.
The specific responsibilities may encompass duties or activities that aid and support management in various functional areas, alongside other assigned tasks:
- Conduct evaluations of environmental regulatory compliance and develop strategies/policies for intricate regulatory challenges for Four Rivers Nuclear Partnership (FRNP), particularly concerning the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) removal and remedial actions, as well as Resource Conservation and Recovery Act (RCRA) corrective measures at the Paducah Gaseous Diffusion Plant.
- Review and provide input on all CERCLA removal and remedial action documents to integrate strategies and ensure compliance with regulatory mandates. Develop Applicable or Relevant and Appropriate Requirements (ARARs) for CERCLA documentation.
- Act as the Subject Matter Expert for CERCLA within FRNP.
- Formulate regulatory strategies that align FRNP objectives with the Site Management Plan (SMP), which delineates the Department of Energy's strategic framework for achieving site cleanup under the Federal Facility Agreement.
- Engage with internal and external stakeholders, including senior management, the Department of Energy, and regulatory bodies.
- Develop or revise various plans, policies, or procedures as necessary.
- Adhere to security and emergency action protocols.
- Provide technical or functional support to team members as assigned.
- Other job-related responsibilities as assigned.
- Maintain knowledge of and demonstrate the ability to perform work safely in accordance with all approved safety policies, procedures, and applicable regulations, executing assigned duties in a safe manner. If supervising others, ensure the safety of those under supervision and compliance with established safety policies and procedures.
- Actively participate in Safety Work Groups.
Minimum Qualifications
- Bachelor's degree in a relevant field and 9 years of related experience, or an equivalent combination of education and experience is required.
- Proficient understanding of federal, state, and local environmental regulations, as well as DOE Orders and requirements.
- Experience at the DOE Paducah Gaseous Diffusion Plant is preferred but not mandatory.
- Strong interpersonal and communication skills are essential.
- Must possess a DOE "L" clearance or the capability to obtain a DOE "L" Clearance.
Work Environment
- Work is conducted in an office setting at a typical environmental remediation site, with some fieldwork involved while conducting regulatory reviews of field activities.
- Potential exposure to equipment movement hazards, hazardous chemicals/solvents, or radioactive materials if safety protocols are not strictly followed.
- Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any lifting over 45 pounds requires the use of a two-person "buddy system"), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing activities such as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, and reaching.
- Ability to carry out primary office duties, including extensive computer usage.
- In certain cases, radiological training may be necessary.
