DutiesYou will serve as a senior level expert, responsible for developing policies, overseeing special studies/projects, and has continuing responsibility for oversight, review and/or approval of assigned programs.You will serve as OCHR principal and DON authority on all matters pertaining to Functional Community Management.You will formulate policy for program development, making crucial and far-reaching program changes and revisions.You will devise strategies for programs such as, but not limited to: leadership development programs, coaching, mentoring, competency management, functional community management, and DON education and training.You will ensure appropriate research, techniques, and fact finding on projects are comprehensive.You will work with the OCHR and Manpower Analytics and HR Systems Directors to recommend enabling human capital systems that effectively use force development programs on an enterprise level.You will establish regular communications with other components and agencies to examine best practices, collaborate on new initiatives, and design DON programs.You will direct teams or sub-teams to support workforce development initiatives, training design or partnering with commands to upswing projects into an enterprise platform.You will be responsible for developing and managing a continuum of DON-wide programs that address the developmental needs of the civilian workforce from acculturation of new employees to development of future leaders.You will serve as the DON lead for the management and execution of Department of Defense (DOD) and Federal initiatives.You will provide expert advice, guidance, and policy interpretation on complex, agency-impacting issues.You will determine financial, material, manpower and information resources needed to execute the requirements of the Functional Community Management.You will direct/conduct analyses of corporate funding requirements and sources providing recommendations for consideration and approval by DON leadership.You will conduct budget development, presentation, and execution processes.You will administer the day-to-day supervision and oversight of the Division by subordinate staff.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector developing policy and program guidance regarding civilian workforce development, providing leadership in the promulgation of civilian personnel policies, and resolving issues related to functional community management, competency modeling, career broadening, leadership, and development programs.

Knowledge of appropriate Federal personnel regulations issued by the OPM, decisions rendered by the Merit Systems Protection Board (MSPB), and pertinent DOD policies, to ensure advice and recommendations for human resources policy and program administration are in compliance with regulations; Analytical skill to assess the quality of civilian human resources programs; effectively communicating policy and guidance to executive level management, mid-level officials, employee groups and organization; planning, organizing, directing, guiding, and providing leadership in the area of human resources program development and operations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
