In addition to the Basic Education Requirement, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Knowledge of procurement program objectives, scheduling, and interrelationships with other programs; the principles of acquisition planning including pricing arrangements, cost accounting, and life cycle costing and related disciplines and functions involved in the systems acquisition process, such as design or systems engineering, integrated logistics support, and financial management to develop and implement a plan to procure a multi-year program or system; 2) Knowledge of Federal, agency, and local contract laws, regulations, principles, methods, processes, contract types, special provisions, and incentives to determine the best contractual method command-wide, agency-wide, or Government-wide for procurement of a variety of long term requirements for specialized equipment, services, or construction requirements; 3) Knowledge of the acquisition field, education, training and experience; 4) Knowledge and experience in the advance planning, negotiation, and administration of highly complex contracts involving extensive specialized equipment, services, or construction requirements; 5) Knowledge of contracting policies and practices, performance requirements, and negotiation techniques to serve as lead negotiator in the acquisition of design services, systems, and construction; 6) Ability to independently manage a heavy workload of highly complex actions while providing information on both general procurement matters and status of individual actions to technical and managerial personnel; 7) Ability to meet and deal effectively with stakeholders at all levels, including contractors, government personnel, counsel, financial managers, team leader/technical authority over engineers, auditors, transportation specialists, cost analysts and others involved in the procurement process; 8) Knowledge of contract administration principles, policies, regulations, and practices for contracts with unique technical specifications and special contract provision to administer contracts, such as fixed price with re-determination provision, cost reimbursement, cost-plus-incentive-fee, reimbursable and/or contracts with incentive provisions; 9) Knowledge of contract termination policies, concepts, precedents and practices, cost and price techniques, and industry practices to evaluate contractor claims or settlement proposals; 10) Knowledge of cost accounting practices and principles and techniques of analysis to evaluate procurement actions; 11) Knowledge of Government contracting laws and policies including socioeconomic policies and programs, to plan, manage, and implement contracts for an organization having subordinate offices carrying out programs with small and disadvantaged businesses; 12) Knowledge and skill in computer operations including Microsoft Office, Word, Excel, PowerPoint, Project; AND 13) Ability to communicate effectively both orally and in writing.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
