DutiesYou will serve as a senior negotiator and recognized authority for Department of the Navy (DON) International Agreements.You will develop, negotiate, and conclude the government-to-government International Agreements that establish significant international armaments cooperation programs with U.S. allies and partners.You will coordinate flag-level overarching security cooperation relationship meetings with selected nations.You will analyze the trends in DoD/DoN IAs and propose solutions, to include changes to DoD/DON policies, procedures, processes, and Information Technology systems.You will develop detailed plans, goals, and objectives for long-range implementation of a wide portfolio of programs.You will conduct presentations and briefings at all levels of representation internal and external to the organization.You will lead, guide, and mentor other analysts and managers in achieving organizational goals and objectives.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.CLP: Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66.This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing representation on organizational and program matters/issues to all levels of interest both internal and external to the organization.
Experience with DoD policies and procedures concerning the negotiation and conclusion of international agreements.
Experience with International Affairs in relation to security cooperation.
Experience with DoD weapon systems program management and associated acquisition processes, regulations, and procedures
